The Director of Human Resources is a strategic and vision-driven leader responsible for shaping and advancing TAFB’s People and Culture strategy. This role provides vision and guidance for all HR operations, including talent engagement, learning and development, compensation and benefits, employee relations, and regulatory compliance. The Director is charged with cultivating a high-performing, engaged workforce that drives innovation and delivers measurable impact in support of TAFB’s hunger-relief mission. The Director will set the long-range talent strategy while ensuring that HR practices reflect organizational values and strengthen TAFB’s culture. Partner with leadership to design and implement an integrated People and Culture strategic plan with defined quarterly priorities aligned to organizational goals. Lead the development and management of the annual HR operating budget with a focus on strategic investment in people and culture. Collaborate with executive leadership to define the organization’s long-term vision and goals; identify ways to support this vision through talent management. Identify key performance indicators for the organizations’ human resource and talent management functions; assess organizations success and market competitiveness based on these metrics. Serve as advisor and provide guidance to the leadership team in administering policies and procedures relating to all phases of human resource activity. Develop and administer competitive compensation, benefits, and performance management programs that attract, retain, and develop top talent. Develop strategic recruiting and retention plans to meet the human capital needs of strategic goals. Assist with, lead, when necessary, resolution of human resources, compensation, and benefits questions, concerns, and issues escalated employee relations, performance management and people policy issues. Overview

Additional Duties

Create and administer staff performance management processes, including performance appraisals, coaching and manager training on how to hold employees accountable to all TAFB employment policies. Keep leadership informed of federal laws and employment related legislation that impacts the organization. Maintain HRIS database including employee changes, PTO, templates, and training. Administer 403(b) retirement plan, annual discrimination testing and audit. Administer federal and regulatory compliance for FMLA, disability, worker’s compensation, and other claims. Negotiate terms for HR-related services; reconcile vendor invoices. Serve as an advocate for employees in crisis and provide referrals to appropriate resources. Represent TAFB with Texas Workforce Commission and prepare correspondence regarding unemployment claims. Perform other duties as assigned.

Job Qualifications

Education and Experience

Bachelor’s degree with 5-7 years of HR experience

Experience leveraging Predictive Index or similar talent assessment tools to enhance hiring, development, and performance strategies.

Technical Proficiencies

Proficient knowledge of Microsoft Office, payroll, and HCM software, Experience with Paylocity preferred

Communication Skills

Excellence in speaking, writing, and presenting information .

Physical Requirements And Work Environment

Works in an office environment, on occasion may work in warehouse or at outdoor events. This position requires frequent walking, standing, sitting and occasional lifting, up to 40 pounds. Occasional travel in service areas and within state and nation Requires work schedule flexibility with occasional weekend and evening availability. Seniority level
