Job Description This is an onsite position. Applicants must be local or planning to relocate to the Portland / Vancouver metropolitan area. Rebound is seeking a Chief Information Officer (CIO) to lead our information technology strategy and operations across both our medical practice and surgery center. This role is responsible for planning, directing, developing, and maintaining clinical information systems, including computers, computer networks and servers, computer programs, telecommunications, and other technologies. The CIO will manage the IT organization supporting both the Rebound medical practice and surgery center, and provide expertise and oversight of EPIC electronic health records system development and enhancement. Major Duties and Responsibilities : Leadership of Rebound IT organization Support an environment that reinforces Rebound’s mission and Core Values of Superior Service, Teamwork, Integrity, Innovation, Quality, and Recognition. Provide strategic plans, goals, policies, and budgets for departments, incorporating needs and vision for the company. Ensure and evaluate departmental performance based on KPIs and support excellent departmental customer service across the organization. Maintain a secure and safe IT infrastructure, incorporating the latest cybersecurity protections and safeguards. Act as the HIPAA Security Officer for Rebound, implementing and supporting information security initiatives throughout the organization. Investigate and recommend secure solutions that implement information security policies and standards. Oversee, implement, and monitor security requirements as per Federal and State regulations. Maintain a network of experts to stay abreast of industry trends and vulnerabilities. Conduct annual assessments as needed. Grow Rebound’s EPIC EHR into a strong leadership system, overseeing maintenance, helpdesk, and user support. Manage the roadmap of features, enhancements, fixes, and new capabilities. Interface with various levels of Rebound employees, addressing issues and requests. Maintain positive relationships with EPIC personnel and other key vendors. Lead overall hardware, software, infrastructure, and technology solutions. Chair the Rebound Tech Committee with structured agendas and plans. Ensure hardware, software, and network function efficiently daily, with appropriate backup systems. Stay updated on emerging technologies and provide implementation recommendations and leadership. Provide strategic planning for IT infrastructure and present analyses. Manage the IT helpdesk and resolution of tickets. Ensure IT/Tech spending is competitive with industry averages, understanding full expenses and seeking cost improvements. Participate in annual cost benchmarking studies. Develop and maintain relationships with IT vendors. Performance Requirements Education :

Minimum of a BA / BS in information systems, business, or a technical field. Experience :

Minimum of 10 years progressively responsible experience in information technology, with at least 5 years in healthcare preferred. At least 10 years working with Epic EHR and 5 years in management or supervisory roles. Knowledge, Skills & Abilities : Expertise in Epic electronic medical records, knowledge of PCs and network servers, strong knowledge of Microsoft products including Windows, Server, and Office, network administration skills, familiarity with switches and routers, organizational and problem-solving skills, customer service skills, effective communication, documentation abilities, and the capacity to bridge communication gaps between physicians, staff, and IT. Typical Physical Demands : Full range of motion, handling and lifting equipment, occasional lifting of up to 60 pounds, working under pressure, and irregular hours. Typical Working Conditions : Office environment, working on computer systems in clinical areas, exposure to communicable diseases, toxic substances, radiation, and medicinal preparations.
