Rebound Orthopedics and Neurosurgery
This is an onsite position. Applicants must be local or planning to relocate to the Portland/Vancouver metropolitan area.
Rebound is seeking a Chief Information Officer (CIO) to lead our information technology strategy and operations across both our medical practice and surgery center.
This role is responsible for planning, directing, developing and maintaining clinical information systems, including computers, computer networks and servers, computer programs, telecommunications and other technologies, managing the IT organization supporting both the Rebound medical practice and surgery center, and providing expertise and oversight of EPIC electronic health records system development and enhancement.
Major Duties and Responsibilities:
Education: Minimum of aBA/BS in information systems, business or technical field.
Experience: Minimum of 10 years progressively responsible experience in information technology. At least 5 years in healthcare preferred. At least 10 years of experience working with Epic EHR. At least 5 years of management/supervisory experience.
Knowledge, Skills & Abilities: Expertise in Epic electronic medical records. Knowledge of PC's and Network Servers. Strong knowledge of Microsoft products including Windows, Server, and Office products.Knowledge of network user administration. Working knowledge of switches and routers. Skill in organizing, prioritizing tasks and problem solving.Skill in using customer service skills in dealing with frustrated users and co-workers. Ability to communicate effectively in user friendly terms verbally and in writing.Ability to document computer and software procedures for other employees. Ability to bridge communication barriers between physicians, staff and IT.
Typical Physical Demands: Requires full range of body motion including handling and lifting boxes and computer equipment such as monitors, printers and PC's. Occasionally lift and carry items weighing up to 60 pounds. Requires working under pressure and occasionally working irregular hours.
Typical Working Conditions: Normal office environment. Involves working on computer systems and equipment in our clinical areas both during and after clinic hours. Frequent exposure to communicable diseases, toxic substances, ionizing radiation, medicinal preparations and other conditions common to a clinic environment.

- Provide strategic plans, goals, policies and budget for departments, incorporating needs and vision for the company.
- Ensure and evaluate departmental performance based on KPIs and support excellent departmental customer service across the organization.
- Maintain Secure and Safe IT infrastructure
- Incorporate the latest cyber security protections and safeguards.
- Act as the HIPAA Security Officer for Rebound, implementing and supporting information security initiatives throughout the organization.
- Act as a focus and resource for Rebounds information security matters.
- Investigate and recommend secure solutions that implement information security policy and standards. Oversee, implement and monitor the security requirements levied by Federal and State Rules and Regulations.
- Maintain network of experts to help stay abreast of industry trends and Rebound vulnerabilities. Conduct annual assessments as needed.
- Grow Rebound's EHR (EPIC) into a strong leadership system
- Ownership of EPIC EHR maintenance, helpdesk, and user support.
- Manage roadmap of features, enhancements, fixes, and new capabilities.
- Interface with various levels of Rebound employees and address issues and requests.
- Maintain positive relationship with EPIC personnel and other key vendors.
- Leadership of overall Hardware, Software, Infrastructure, and Technology solutions
- Chair the Rebound Tech Committee and provide structured agenda and plan.
- Ensure hardware, software, and network function efficiently on a daily basis and remain in safe functioning condition with appropriate backup systems in place.
- Stay abreast of emerging technologies and provide implementation recommendations and leadership.
- Provide strategic planning direction for IT infrastructure and present analysis.
- Ownership of IT helpdesk and resolution of tickets.
- Ensure IT/Tech spending is competitive with industry average.
- Understand full Rebound IT/Tech expenses and identify opportunities to improve cost structure.
- Participate in annual cost benchmarking study.
- Develop and maintain productive relationships and terms with IT vendors.
