Safety Basis Review Subject Matter Expert (SME)
Serve as a Safety Basis Review Subject Matter Expert (SME) and perform Documented Safety Analysis (part-time 600 hours) on behalf of The Department of Energy (DOE), Hanford Site, Assistant Manager for Safety and Quality (AMSQ), Nuclear Safety Division (NSD) as part of ProSidian Hanford General Support Services Contract (GSSC). The Safety Basis Review Subject Matter Expert (SME) will have responsibility for the execution of the work scope below: SCOPE Perform as a subject matter expert (SME) on the ORP Safety Basis Review Team and (SBRT) Assist the Safety Basis Review Team and (SBRT) Leader in the role of expert reviewer during DOE's review and comment resolution of the Hazard Analysis (HA), Preliminary Documented Safety Analysis (PDSA), Documented Safety Analysis (DSA) development and PDSA changes performed, and other supporting documents to meet Hanford safety basis needs. The SME will provide review capabilities in support of DSA revisions and DSA supporting documents. These DSA activities are to be reviewed to follow WTP procedures and similarly aligned with other Government agency regulations or procedures. The SME review is particularly important to provide sufficient technical bases for eventual DOE approval of the WTP DSAs in DOE Safety Evaluation Reports (SERs). QUALIFICATION REQUIREMENTS Education BS/BA degree in engineering, science, or business management. Experience Nine (9) years of directly applicable experience in applying relevant theories, principles, and practices to tasks, problems, and issues. Knowledge of accepted industry standards; Senior Certification as Safety Professional Excellent written and oral communication skills Demonstrate familiarity or relevant experience or ability to perform under Hanford or other government agency procedures. Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors. Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings. U.S. Citizenship. DELIVERABLES Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Safety Basis Review Subject Matter Expert (SME) shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below: Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor. Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include: Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period. Work schedule for Contractor employees, to include any leave taken. TRAVEL Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. LOCATION Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position may be telework or remote eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO). If in-person support is identified as required for any reason and for any length of time by the TM or CO, The Safety Basis Review Subject Matter Expert (SME) shall report for duty in-person as requested.
