Program Manager – IT Modernization
to lead a high-visibility federal data systems modernization effort. The Program Manager will serve as the
primary point of contact
with government stakeholders and will not only manage scope, schedule, and cost but also ensure
technical objectives are achieved
. The ideal candidate will combine strong project management expertise with hands-on technical understanding of
application modernization, database migration, API integration, and Power Platform solutions
. Act as the single point of contact for government stakeholders, ensuring alignment of
technical and program objectives
. Oversee delivery of modernization initiatives, including: Application development and modernization
using Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse). Legacy database migrations
to modern cloud-based data stores. API design and integration
between logistics, financial, and asset management systems. Data governance, compliance, and workflow automation
solutions. Develop and maintain project documentation: Project Management Plan, Risk/Issue Log, Quality Plan, Configuration Management Plan. Manage Agile sprints, backlog prioritization, and sprint demos with stakeholders. Provide
technical oversight and guidance
to development teams, ensuring architecture and design decisions align with program goals. Coordinate with security and compliance teams to ensure solutions meet
federal IT security, FIPS encryption, DHS 4300A, Section 508, and Records Management
standards. Conduct regular reviews of design deliverables, prototypes, and product increments to validate technical feasibility and alignment with user requirements. Mentor and guide cross-functional teams, fostering collaboration between developers, data engineers, business analysts, and government stakeholders. Eligibility & Qualifications
Education
: Bachelor’s degree in Information Systems, Computer Science, or Engineering; Master’s degree preferred. Experience
: 10+ years of project/program management experience supporting
federal IT modernization
efforts. Proven record of managing
technical projects
including Power Platform deployments, system integrations, and data migrations. Demonstrated success leading Agile/DevSecOps teams delivering iterative software solutions. Experience with federal IT compliance (cybersecurity, Section 508, Records Act). Skills
: Strong understanding of modern application architectures, APIs, and data management. Excellent leadership, stakeholder engagement, and communication skills. Ability to translate business needs into
technical requirements
and oversee solution implementation. Clearance
: Active or interim federal clearance preferred; must be eligible for higher-level clearance as required.
