TheCollections & Technology Manager performs complex professional duties as the manager of the Jefferson-Madison Regional Librarys (JMRL) Technical Services Division, the Information Technology Division, Digital Services Division and Collection Development Division. Completes work with substantial discretion and within broad parameters. Reports to the Library Director.

The preferred starting salary for this position is between $62,192.00 - $80,849.60 Annually. Starting offer is based on applicable education, experience and internal equity. - Manages the librarys Integrated Library system by administering configuration and workflows.
- Purchases and maintains all library computers, printers, and other hardware and software.
- Plans the overall technological direction of the library and the integration of new technologies.
- Serves as the librarys liaison with JMRLs integrated library system provider, the City IT Department, and vendors.
- Oversees the librarys book budget and the development and spending of the technology portions of the librarys equipment and operating budget.
- Participates in the library's reconsideration process, coordinating JMRL's responses as needed.
- Directly supervises, directs, and evaluates assigned staff, including managing the hiring and training process within the department.
- Prepares special and monthly reports for the Library Board of Trustees.
- Serves as a member of senior administrative staff and participates in the management of the library system.
- May serve as Acting Library Director in the absence of the Director and the Assistant Director.
- Responsible for appropriate use and maintenance of JMRL equipment, tools, and other resources, including work time.
- Regular and reliable attendance.

Education, Experience and Skills
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
- Eligibility for professional certification in the Commonwealth of Virginia within the first 2 years of employment, AND 4 years of library experience, including familiarity with integrated library systems; with MARC, AACR2, and RDA; and some familiarity with HTML;
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Job Knowledge:
- Thorough knowledge of library principles, methods, techniques, and procedures.
- Knowledge of Integrated Library System (ILS) management, including administration, configuration, and workflow optimization.
- Knowledge of library hardware and software management, including the purchasing and maintenance of computers, printers, and other technical equipment.
- Knowledge of strategic technology planning and the integration of new technologies within a library system.
- Advanced: Ability to read and understand complex written materials such as books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
- A dvanced: Ability to develop complex written materials such as research papers, editorials, journals, speeches, manuals, or critiques. Ability to tailor writing to specific audiences and explain complex information and ideas.
- Intermediate: Ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions, and measurement such as technical specifications, budget preparation and financial operations.
- Advanced: Ability to develop effective working relationships with library staff, management, and the public. Makes recommendations regarding policy development and implementation. Contact may require the consideration of different points of view to reach understanding and gain cooperation and acceptance of ideas, and may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.
- Requires Administrative Direction: normally completes work with substantial discretion and within broad parameters defined by general organizational requirements and accepted practices. Overall results determine job performance.
- Skilled: comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the assigned and apparent job responsibilities. Intermediate skill in Microsoft Office applications and/or departmental software.
- Oversees budget preparation of division budget. Reviews and approves expenditures of significant budgeted funds for the division and does research and prepares recommendations for department budget expenditures.
- Manages, monitors and directs work performance of subordinate supervisors, as well as directly supervises some staff; makes final decisions on hiring, discipline, performance evaluation, setting program/work objectives and realigns work and staffing as needed.
