The Highway & Roads Market Sector Director is responsible to support area business development and client management while defining and implementing key growth initiatives, coordinating best practices and ensuring delivery of quality professional services. The role reports to the Transportation Business Group (TBG) Market Strategy Director and collaborates with regional leadership to implement growth plans at the market sector level. Primary Responsibilities
Market leadership and business development (approximately 70%) Staff development (approximately 20%) Support to Operations (approximately 10%) In the US, HDR maintains ongoing contracts with state departments of transportation and with towns, counties and cities. HDR is expanding its contractual relationships internationally. HDR’s H&R professionals engage with clients to provide expertise in bridge and highway design, traffic and transportation planning, and construction management, along with HDR’s broader services such as advisory, environmental, and strategic communications. The Market Sector Director sets the vision for HDR’s strategy in the market sector, partnering with region and area leadership to implement growth initiatives and develop staff to achieve annual market-sector booking, revenue and profit goals. Specific responsibilities include coordinating strategies with business group leadership, operational leadership, client managers, practice group leaders, and ensuring alignment with the Transportation Business Group’s strategic growth plans. The role maintains ongoing communication with region and area leadership to execute market-sector plans. Business Development Responsibilities
Oversee the creation and implementation of the market sector’s strategic vision, aligning technical services with firm leadership across regions. Serve as Client Manager for selected key clients within the market sector. Engage in selected projects as Principal-In-Charge. Promote HDR services to market-sector clients in collaboration with client managers. Participate as a member of the Transportation Business Group Management Team. Collaborate with Regional Business Group Directors on area goals and market-sector initiatives. Work with client managers and business development leaders to drive client development and pursuit processes. Support area and strategic pursuits through client relationship development and pursuit activities. Participate in industry associations at a leadership level and role model HDR’s culture. Identify investments (acquisitions and technology) to maintain HDR’s industry leadership. Monitor marketing capabilities and coordinate with departments to achieve goals. Develop relationships with industry counterparts and with senior leadership in key client organizations. Lead partnerships with other firms and represent HDR with industry organizations globally (AASHTO, IBTTA, NASTO, etc.). Staff Development Responsibilities
Lead the Market Sector organization to support clients, win new work, and provide staff growth opportunities. Support area leadership with recruitment of future market-sector staff. Coordinate staffing plans and approve key/strategic hires. Participate in Annual Performance Conversations for key market-sector leaders. Support to Operations
Assist Regional Business Group Directors and area managers in delivering professional services for market-sector projects. Key duties include guiding client management, monitoring market-sector profit and loss, coordinating staff assignments and work-sharing, and supporting QA/QC programs. Monitor performance indicators (NFE/NFB, profit, unbilled revenue, AR, etc.), manage staff workload, and facilitate resource allocation across the sector. Assist with contract reviews to ensure risk management and quality. Promote QA/QC and share lessons learned across programs. Qualifications
Preferred Qualifications
Minimum 20 years of experience in planning/engineering in highway or bridge design Professional engineering license or equivalent Current or past leadership positions within highway/road industry associations (AASHTO, IBTTA, etc.) Required Qualifications
Bachelor’s degree in Engineering or a closely related field Minimum of 12 years of industry experience including leadership Strong written and verbal communication skills Strong client management and business development experience with a track record of growing/leading a practice Strong business skills, including budgeting, staffing and operations Ability to analyze the marketplace and strategically position HDR Active participation in HDR’s employee-owned culture What We Believe
