An established federal construction contractor is seeking an accomplished professional to direct estimating operations and lead the development of robust project controls across its portfolio of U.S. federal and military projects. This role calls for a results-driven leader who can combine deep technical knowledge with strong organizational and team leadership skills. You will have primary accountability for producing competitive, compliant proposals and for ensuring cost, schedule, and performance oversight throughout the life of each project.
What You’ll Do
Lead Estimating Efforts
Direct the preparation of detailed estimates and proposals for a range of federal agency clients.
Interpret contract documents, plans, and RFP criteria to prepare comprehensive and accurate bid packages.
Oversee and mentor a team of estimators, ensuring deliverables meet quality, compliance, and timeliness expectations.
Review subcontractor and supplier proposals for completeness and alignment with procurement regulations.
Conduct site evaluations and participate in pre-bid meetings to identify project risks and opportunities.
Incorporate applicable federal requirements (FAR, DFARS, Davis-Bacon) into estimates and proposals.
Provide input into bid strategies, proposal narratives, and negotiation approaches.
Establish and Manage Project Controls
Create and maintain cost-loaded project schedules, earned value reports, and forecasting tools.
Collaborate with operations teams to track progress, manage budgets, and anticipate risks.
Support scheduling functions (Primavera P6 ) and cost control practices.
Develop standardized project controls processes and reporting structures, integrating tools such as Procore, Unifier, or CMiC.
Align project controls functions with field execution and finance for greater transparency and accountability.
Required Background
Bachelor’s degree in Construction Management, Engineering, or similar discipline (or equivalent experience).
Minimum 10 years in construction estimating, with at least 5 years focused on U.S. federal or military contracts.
Thorough knowledge of federal procurement requirements, cost estimating principles, and construction best practices.
Proven ability to lead estimating teams and project control functions.
Skilled in estimating software.
Experience with project controls tools.
Strong analytical capabilities, accuracy in detail, and the ability to meet multiple deadlines.
Familiarity with multiple contract types (ID/IQ, MATOC, JOC, Design-Build).
Eligibility to obtain or maintain a security clearance if required.
This is a hybrid position offering two days remote work and three days in-office.
