Senior Business Analyst
will serve as a strategic liaison between business stakeholders and IT teams, leading digital transformation initiatives and large-scale business process reengineering (BPR) projects. This role is central to aligning business strategy with operational execution, enhancing efficiency, and enabling technology-driven innovation. The ideal candidate will bring extensive experience in business architecture, deep knowledge of the MITA framework, and a proven track record of driving enterprise-level change.

Responsibilities • Lead and significantly contribute to digital transformation initiatives, leveraging emerging technologies to achieve strategic goals. • Conduct comprehensive business process reengineering (BPR) analyses, redesign workflows, and implement streamlined processes to improve efficiency, service quality, and cost-effectiveness. • Develop and maintain business architecture artifacts including process models (BPMN), capability models, value streams, and organizational models. • Collaborate with senior leadership, IT teams, and external partners to elicit, analyze, and validate complex business requirements. • Translate business strategy into actionable functional and technical specifications. • Act as a key liaison between business and IT, ensuring alignment and clear communication of impacts and requirements. • Prepare solution options, risk assessments, and cost/benefit or ROI analyses to support decision-making. • Facilitate stakeholder engagement, negotiation, and conflict resolution to drive consensus and adoption of solutions.

Requirements
Minimum Qualifications • 12+ years of progressive experience as a Business Architect or in a similar strategic role. • 12+ years of proven experience leading digital transformation and BPR projects, with measurable improvements in efficiency and operations. • 12+ years of demonstrable expertise with MITA (Medicaid Information Technology Architecture), including State Self-Assessments (SS-A). • 10+ years of experience with business modeling (BPMN, UML, ArchiMate) and enterprise architecture frameworks (e.g., TOGAF). • 10+ years of analytical and problem-solving experience in complex environments. • 10+ years of excellent written, verbal, and presentation communication skills with both technical and non-technical stakeholders. • 10+ years of negotiation, facilitation, and conflict resolution expertise. • Bachelor's degree in Business Administration, IT, Computer Science, or related field (Master's preferred). • 8+ years of experience collaborating with both technical and non-technical groups to improve business methods and procedures.

Preferred Qualifications • 12+ years of direct experience with Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP). • 10+ years of experience working in government or public sector environments. • Relevant certifications: CBAP, TOGAF, BPMN, Lean Six Sigma (Green/Black Belt). • Familiarity with Agile and SAFe methodologies.

must already reside in Texas . • Position requires hybrid work: 3 days onsite (Mon-Tue-Thu) and
