General Description:

Supports Human Resources Administrator in all disciplines in Human Resources: Recruitment and On-boarding, Benefits, FMLA, WC, Wellness, and Public Records. Work requires the exercise of reasonableinitiative and some independent judgment. This position requires an individual who is highly self-motivated,detailed oriented, dependable and has excellent interpersonal skills.

Essential Duties and Responsibilities:

Working knowledge of labor compliance including but not limited to the administration of FMLA, ADA, Worker’s Compensation, COBRA, EEO-1 reporting, and other related programs.

Performs full-cycle recruitment activities for the City including advertisement of job postings, coordination of candidate interviews and selection activities, and schedules pre-employment screenings/tests.

Assist with new hire on-boarding/orientation.

Respond to reference checks and verifications of employments.

Responsible for the maintenance and compliance of City personnel records.

Prepares necessary and ongoing reports for coordination of payroll deductions, entering data into the system.

Assist with the development and implementation of a variety of educational programs promoting wellness, safety and preventive health approaches.

May help coordinate return to work and light duty assignments in accordance with workers compensation, physician orders and City policies and procedures.

Updates the HR database, making edits, changes and additions to system tables as necessary. Runs/creates system queries and special reports as needed.

Establishes and maintains effective working relationships with City employees, the general public, industry professionals, other government agencies, and coworkers.

Work cooperatively with other departments and embrace a teamwork approach to complete tasks and provide quality, seamless customer service.

Responsibilities, Requirements and Impacts:

Data Responsibility:

Knowledge of modern office practices, with emphasis on computer literacy, HR database systems, spreadsheet applications, and records and file management.

Communications Requirements:

Substantial knowledge of business English, spelling, grammar, format, diction and style applied to written business communications.

Oral communication skills for effectively communicating information regarding City human resource management policies, procedures, rules, and regulatory information.

Written communication skills for documentation and reporting on employee issues, assigned research, or special project.

Judgment Requirements:

Ability to maintain professional discretion in processing matters of a sensitive or confidential nature from both a legal and professionally ethical perspective.

Complexity of Work:

Knowledge of the principles, practices and industry standards as related human resources management.

Knowledge of employment policies, procedures and regulatory standards in the area(s) of responsibility, e.g., benefits administration, recruitment and selection.

Highly organized and detail-oriented person.

Ability to identify strengths and deficiencies in established policies and procedures, research alternatives, and develop recommendations for improving administration or operations.

Ability to work independently under moderate supervision on moderately complex human resource management issues.

Physical Demands:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight.

Tasks may involve occasionally lifting and or moving up to 15 pounds.

Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus.

Some tasks require oral and written communication abilities.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel objects, and reach with hands and arms.

The employee frequently is required to stand and talk, see and hear, walk, sit, and occasionally drive a vehicle.

Tasks may involve extended periods of time at a keyboard or workstation.

Equipment Usage:

Requires frequent use, including but not limited to, personal computer, telephone, scanner, copy machine and fax machine.

Minimum Education and Experience Requirements:

  • Associate’s degree in human resources management, public administration, or closely related human resources field.
  • Two (2) years’ experience in human resources or closely related field.
