About This Position We are looking for a Resource Planning and Administrative Associate, who will strategically and solution-oriented act as a front office partner to Country Offices, ensuring effective management of financial and human resources. This role will focus on strengthening budget execution, workforce management, and coordination with corporate areas, providing agile and high-quality support to CID’s regional operations. You will work in the Front Office of the Country Department Central America, Haiti, Mexico, Panama and Dominican Republic (CID). CID is responsible for the strategic, programmatic, and operational relationship with Belize, Costa Rica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, and Panama. What you’ll do Budget, Financial Planning and Accounting Support the Department’s annual Budget Formulation exercise by collaborating closely with the Country Offices and functional teams to identify activities for the year. Strengthen monitoring of budget execution and proactively identify opportunities to optimize financial resources. Provide timely financial reports and projections to support strategic decision-making. Support the general reconciliation of expenses (SAP, Hyperion), the creation of projections and reclassifications ensuring compliance with the Chart of Accounts. Liaise with the corresponding corporate units (FIN, PRC, ACP) for inquiries, incidents and general requests. Human Resources Management Serve as focal point for HR processes in CID Country Offices, ensuring alignment with IDB policies and timely resolution of staff needs. Actively support the promotion of a positive and engaging work environment through HR initiatives such as work-life balance, diversity and inclusion, strengthening collaboration and teamwork, team-building and social events. Monitor, anticipate and contribute to the contracting of complementary workforce within CID. Support the internal onboarding and offboarding program for CID employees. Supervise the compliance of staff time reporting, leave administration, mandatory courses, yearly self-assessments, and other corporate requirements, ensuring quality of information. Process management and financial information analysis Prepare and update internal guidelines, processes, and develop mechanisms and tools to ensure compliance with institutional policies and optimize processes, applying project management tools and methodologies. Identify issues that need to be addressed to improve efficiency and quality of various services provided within CID. Collaborate on the preparation of reports, data extraction, and develop solutions/tools for data visualization to support monitoring and decision-making with an integrated view of processes, resources, and metrics. General Services Administration Ensure that country offices receive timely guidance in travel, procurement, and general services, acting as first-line support in front office coordination. Support Travel Management through the review of Statement of Expenses (SOEs) and Travel Authorizations (TAs) as a delegate in line with applicable policies. Anticipate the goods and administrative services needs and coordinate purchases following procurement guidelines. What you’ll need Education and Experience Education: Master’s degree in Business Administration, Economics, Finance, Law, or related areas, preferably with a master’s degree. Experience: Knowledge of SAP and Hyperion systems, use of spreadsheets, database management and analytical tools; Power BI is highly desirable. At least 3 years of progressive experience in budget, HR, and administration with proven ability to coordinate across multiple offices or units. Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
