Lee County
This position is responsible for planning, performing and monitoring compliance in a variety of functional areas of Solid Waste Management programs. The Environmental Specialist, Senior provides comprehensive public awareness and informative programs designed to foster a positive image of Lee County's Environmental Programs.
Responsible for ensuring compliance with local, state, and federal rules and regulations; such as the Department of Environmental Protection (DEP), Department of Health (DOH), Environmental Protection Agency (EPA), and South Florida Water Management District (SFWMD).
Provides comprehensive public awareness and informative programs designed to foster a positive image of Lee County's Environmental Programs.
Maintains permit compliance in accordance with State and Federal rules and regulations.
Ensures proper collection and disposal of solid waste through field supervision monitoring contractor performance.
Provides information and technical assistance concerning environmental regulations, hazardous waste management, waste disposal procedures, pollution control/prevention, storage tanks, small quantity hazard waste generation, natural resources, site development plans, waterway management, coastal zone management, regulatory violations, or other issues.
Performs routine data collection, maintains operational and compliance logs and files.
Meets with and discusses problem areas with property owners, contractors, developers, and the public. Recommends solutions to problems; provides data to customers upon request.
Physically inspects commercial and residential real property for appraisal preparation of the annual Solid Waste Assessment Roll.
Researches codes/regulations issues as needed; initiates actions necessary to correct deviations or violations. Is empowered to issue citations to violators for Civil Court action.
Investigates customer and hauler complaints and submits follow-up reports and correspondence.
Prepares enforcement information and may testify at case hearings with the hearing examiner.
Enforces Lee County's Solid Waste contracts and writes notices of violations.
Performs inspections of residential and commercial solid waste collection routes and customers.
Reviews and responds to Requests For Action received and works with the franchise
hauler's supervisory personnel to correct missed collections and performs follow-up.
Issues notices of code violations and citations as required enforcing compliance with County Ordinances.
Requires any combination of education and experience equivalent to a Bachelor's degree in business, biological, physical, or chemical sciences, or a closely related field, and one year of experience in an environmental protection program, solid waste management, recycling enforcement or closely related field.
Possession of a valid drivers license and an acceptable driving record is required.
Knowledge of Florida Administrative Code, Lee County Ordinances and Code of Federal Regulations (CFR).
Knowledge of the terminology, principles and analytical techniques of the physical and natural sciences.
Ability to formulate and present ideas and findings clearly and concisely in written, oral, and graphic form.
Ability to research, investigate, experiment, detect, inspect, verify, recognize and recommend solutions.
Ability to communicate effectively with media outlets, county employees, citizens, and management.
Ability to prepare reports and other records.
Knowledge of mathematics and college-level algebra.
Ability to operate general office equipment and computer software programs.
Knowledge of laboratory sampling and testing procedures as applicable.
The work days and hours for this position are Monday - Friday 8:00AM - 5:00PM. May be required to work outside normally scheduled hours for evening and/or weekend community outreach events. May be required to work additional hours during emergencies.
