POSITION SUMMARY The Human Resources Specialist isresponsible for administering the leave of absence process for all County and PublicLibrary employees; Explains policy and procedures related to Administrative,FMLA, Extended Medical, Extended Family, Military and Worker's Comp leaves ofabsence; Provides time entry for all employees in a leave status which mightrequire coordinating with disability insurance, County payroll and/or worker'scompensation.
This position requires strongorganizational skills and the ability to document and track information; strongcommunication skills bothwritten and verbal; the ability towork collaboratively with others; excellent customer service skills withthe ability to provide empathetic support to employees during challenging times. Experience with Family Medical Leave (FMLA),disability insurance and worker's compensation, Peoplesoft 9.3, and previous HRexperience in a service environment preferred.
ESSENTIAL FUNCTIONS The primary focus of this role will be thecoordination and administration of leaves of absence to include continuous andintermittent family medical leave and other medical leave, in addition, thisrole will administer compensation employees on a continuous leave of absence,to include accrued benefit time, Paid Family Leave (PFL), Short Term Disability(STD), Long Term Disability (LTD) and Worker's Compensation, in collaborationwith HR Compliance and third-party vendors. Acts as the subject matter expert on all aspects of leave including but not limited to ADA, FMLA, Paid Family Leave, Military, Jury Duty, and Extended Leaves. Advise employees, managers, and human resources professionals on leave policies, processes, and laws; serve as point of contact for FMLA and leave types (paid and unpaid) and applicable time off, disability benefits, Workers' Compensation, and benefit billing Coordinate and communicate with employees, supervisors, and HR team members to facilitate the timely and smooth processing of leave requests. Manages a high volume of leave requests in accordance with County's leave and accommodations polices and processes. Oversee the FMLA leave administration process from the initial leave notice to return-to-work; gather and complete required documentation, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification, following up with healthcare providers as appropriate, and accounting for intermittent and reduced schedule leave use Prepares and disseminates written communication related to approval and denials of leave of absences. Monitor and track leave usage, ensuring compliance with leave entitlements and any applicable state or federal regulations. Communicating with staff regarding their need for leave, and/or modified work schedules and ensuring that they are aware of their responsibilities and documentation requirements and reviewing any impact to pay and benefits. Guide, mitigate, and resolve standard and complex leave scenarios with the ability to effectively explain complex information to employees and stakeholders. Makes and receives phone calls and notes regarding employee absences. Receives and relays messages to supervisor and individual employees as necessary. Maintain communication with employees on leave to facilitate smooth and timely return-to-work; relay communications between employees and managers during leave Advise on time off entries for all leave types; monitor time off entries during leaves to ensure accurate payroll. Maintain accurate and confidential employee files related to FMLA leave, ensuring proper documentation is collected and stored in accordance with company policies and legal requirements. Collaborate with HR team members to develop and update FMLA policies, procedures, and related documents to ensure alignment with current laws and best practices. Provide ongoing training and education to managers and employees on FMLA leave policies, procedures, and compliance requirements. Strong problem-solving skills, with the ability to independently research and analyze leave-related issues.
MINIMUM QUALIFICATIONS: Experience: Minimumof two years of Human Resources and/or customer service experience Education: Associateor equivalent Combination of relevant education and relevantexperience accepted? Yes
Licenses and Certifications May require a valid North Carolina or SouthCarolina Driver's License
PREFERRED QUALIFICATIONS Knowledge of Lawsand regulations related to Leave of Absence (FMLA, ADA, USERRA, and WC) 2-3 years of fullleave case management experience Proficiency in using HRIS (Human Resources InformationSystem) and other software applications for managing employee records and leavetracking
KNOWLEDGE, SKILLS AND ABILITIES Knowledge of Principles and practices of bookkeeping and ability to apply this knowledge in varied work situations. Rules, regulations, and policies controlling fiscal record keeping. Modern office practices, procedures, and equipment.
