JOB OBJECTIVE:

Performs managerial work providing direction and guidance in strategic operations and planning. To leverage extensive expertise in architecture and strategic planning as a Director Level II Architect, leading initiatives to drive organizational innovation and effectiveness. Responsible for overseeing the development and implementation of capital and historic preservation projects that align with the THC agency mission, business objectives, and enhanced operational efficiency. Collaborates closely with executive leadership, cross-functional teams, and external stakeholders to deliver exemplary architectural solutions across a variety of specialized project types. Serves as a senior management member of staff with minimal supervision and the highest ability for initiative and independent judgement. Essential Duties

Formulate comprehensive plans for the preservation of buildings and the enhancement of visitor facilities. Prepare detailed construction documents for the repair and restoration of historic structures, ensuring adherence to architectural standards, historic preservation guidelines, and applicable codes and regulations. Supervise the development of architectural plans and specifications for both new facilities and historic structures. Oversee contracted work to guarantee quality and alignment with project objectives. Conduct evaluations of the condition of historic buildings and sites. Prepare analytical reports and plans describing current conditions, identifying restoration or repair strategies, prioritizing work, and providing budget estimates to support decisions. Collaborate with THC executive leadership to establish and refine program-wide priorities, ensuring alignment with goals and resource allocation. Provide expert assistance with site managers in managing projects impacting historic structures and contemporary facilities, offering guidance to ensure preservation standards are met. Design and implement training opportunities to promote exemplary building stewardship. Facilitate training sessions and assist with developing cyclical maintenance plans for historic properties. Maintain comprehensive records and data on historic buildings, including historical information and documentation of all improvement projects to support preservation and planning. Directly supervise and oversee the work of staff assigned to the preservation architecture program, ensuring high performance and adherence to professional standards. Coordinate development of site maintenance and improvement priorities, as well as budget planning, with the Division Director, site supervisors, site managers, and other program staff. Assist in the preparation of solicitation documents for construction, repair, and restoration projects at state historic sites, ensuring clarity and compliance with agency requirements. Collaborate with vendors and contractors to facilitate THC construction, renovation, and restoration projects. Establish and implement procedures to address project-related challenges, escalating to THC executive leadership when necessary for timely resolution. Maintain a consistent work schedule with regular attendance and reliability. Adhere to all THC safety protocols, guidelines, and ethical standards. Non-Essential Duties

QUALIFICATIONS / REQUIREMENTS (The applicant must specify how each qualification is met): Graduation from an accredited college or university with a professional degree in Architecture Knowledge of the Secretary of the Interior’s Standards for the Treatment of Historic Properties Experience in project management, construction oversight, and facilities maintenance practices Experience in supervisory or management roles Ability to maintain the security or integrity of critical infrastructure Must be registered as an Architect by the Texas Board of Architectural Examiners. Must have a valid driver’s license, acceptable driving record, and ability to drive a state vehicle; and travel up to 25% of the work period. Preferred Qualifications

Master’s degree in Architecture, with emphasis on Historic Preservation or Architectural History Knowledge, Skills and Abilities

Effective verbal and written communication, human relations and organizational skills Critical thinking and problem-solving abilities Understanding of construction contracting and building practices; ability to supervise consultants and contractors Knowledge of historic preservation standards and practices Customer service excellence Computer skills (word processing, databases, spreadsheets) Ability to analyze problems, evaluate options, and recommend solutions Ability to inspect historic structures, including roofs, attics, and crawlspaces Ability to work independently and in teams; adapt to change and meet deadlines Ability to train others and read architectural plans Ability to maintain confidentiality and exercise sound judgment Registration, Certification, or Licensure:

Must have or obtain a valid Driver’s License and Defensive Driving Course to operate state vehicles. Must be registered as an Architect by the Texas Board of Architectural Examiners. Environment / Physical Conditions:

Position is in a state building in Austin with exposure to dust and environmental factors typical of office and site work. Primarily sedentary but may involve walking, climbing ladders, inspecting attics, crawl spaces, and roofs. Travel and outdoor work may be required; some evenings/weekends for conferences and meetings. Travel typically requires driving; some air travel may be expected. Military Employment Preference:
