Job Title: REACH Identification and Enrollment Specialist- Temporary
FLSA Status:
Irregular Part-Time
Pay Grade: $37.58/hr
Work Days: Irregular Part-Time as Needed
Reports To: Coordinator of Administrative Services
Primary Purpose
Work with local education agencies to improve current systems and processes to increase capacity to identify and enroll McKinney-Vento eligible students throughout the region.

Education/Certification Master's degree is required. Licensed School Counselor certification or Licensed Professional Counselor certification is preferred. Texas Administrative Certification preferred Special Knowledge/Skills
Prior administrative coaching experience and success Team-oriented attitude and desire to work collaboratively with TEA, ESC staff, and LEA personnel. Strong organizational, communication, public relations, and interpersonal skills. In-depth knowledge of data disaggregation and how to use the data to impact district/campus planning. Excellent relationship-building skills Knowledge of homeless children and youth (PreK-12) education programs, including federal McKinney-Vento statutory requirements and funding, state statutory requirements and funding, and best practices in Local Education Agencies. Experience
Three years of experience working at the district central office or ESC level is required. Prior McKinney-Vento program experience, preferred Essential Duties and Responsibilities

**This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.
Provide guidance on best practices related to the identification and enrollment of homeless children and youth, including systems, procedures, promotional materials, communications, and technical assistance. Facilitate communication networks between LEAs, other regional service centers, and the Texas Education Agency. Build capacity of LEAs using data from the RDA OSP Self-Assessment as a guide. Submit and track administrative coaching session data, including but not limited to goals, action plans, and follow-ups. Collaborate with other ESC departmental staff and outside consultants to develop tools to facilitate increased identification, enrollment, and wrap-around services of students identified as homeless throughout the region. Build LEA capacity to collect, analyze, and use data for McKinney-Vento students Provide assistance in activities related to compliance with state and federal laws, and State Board of Education rules and regulations. Provide support in adhering to ethical and legal standards, including confidentiality. Provide technical assistance and services as specified by any applicable federal grant that funds this position. Establish key performance indicators (KPIs) and metrics for each program initiative to measure success and progress. Monitor and evaluate the performance of each program initiative regularly, conducting qualitative and quantitative analyses. Ensure that the performance management process is cyclical and iterative, promoting continuous improvement. Perform other duties as assigned.

Mental:
Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress.
Physical:
Occasional prolonged and irregular hours, ability to move tables and chairs, and load/unload boxes and materials. Prolonged use of a computer.
Environmental:
Open cubicles/workstations
Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding.
