City Clerk Assistant
Performs public contact and clerical work in support of City Hall; serves customers by providing information and ensures the public is referred to the correct person or department for resolution of problems, needs or concerns; Functions as backup and relief position to the Assistant City Clerk in their absence. Position serves as backup to Community Development Permitting Assistant in their absence. An employee in this class is responsible for handling customer inquiries relating to general questions and regarding City-provided services; assists with complaints, general information, and other queries; and handling any complaints and concerns regarding customer services via phone, email, mail. Work involves heavy public contact functions and coordination with other departments within the City's organizational structure. Considerable tact and courtesy are required in these public contact functions. Work generally requires that employee independently manages certain day-to-day activities such as information processing and referral, or a special program/office assignment. Employees' understanding of program/office organization, terminology and procedures is broader and requires that employees resolve questions and problems using established guidelines and policies. Employee is usually independently responsible for a significant program function such as scheduling and prioritizing appointments for service calls, troubleshooting computer system problems. Work is performed under the supervision of the Director of Planning and Community Development and is evaluated through employee appraisals, by review of appropriate records and reports, and the accuracy and thoroughness of assigned responsibilities. This classification is considered non-exempt in compliance with the Fair Labor Standards Act (FLSA). Essential Duties and Tasks: Receives and greets visitors; gives information concerning visitors' needs; may handle requests independently. Secures information via telephone or personal contact; selects appropriate materials to answer questions by using established guidelines, regulations and policies; maintains records and reports. Answers incoming calls, provides information and assistance when appropriate; forwards call to the indicated division or department. Thorough knowledge of Departmental procedures and policies and working knowledge of municipal codes, and nuisance ordinances. Assists applicants with using the department permitting software to submit permit applications. Provides clerical support to department heads and other management levels; screens telephone calls and inquiries; secures and gives information. Answers phones, takes information and directs caller to proper person for assistance. Assists by giving verbal directions, answering questions, providing written forms, licenses and permits. Schedules inspections and makes appointments for the three inspectors in the Department. Issues permits to contractors, homeowners and citizens using the department permitting software. Receives and collects fees for the services performed and forwards the information to the proper Department; deposits monies collected with Finance Department. Appropriately handles confidential or sensitive information. Prepares correspondence for the Department and works with all departments of the City to abate nuisances. Assists with issuing Zoning Compliance Permits and schedules nonresidential inspections. Inputs data into computer system to store necessary information; verifies and edits data and corrects as necessary. Screens and routes materials according to content of communications. Maintains activity records and files; initiates appropriate follow-up or further action based on the status of office activity; orders supplies as needed for the Department. Assists with preparing monthly reports on permitting data for distribution to outside agencies. Performs related duties as required. Knowledge, Skills, and Abilities: Considerable knowledge of office practices and procedures. Working knowledge and ability to multitask and keep a high level of accuracy. Working knowledge of arithmetic and its uses in general office work. Requires the ability to communicate effectively in person and by telephone with the customers, and provide great customer service. Thorough knowledge of City policies, rules, and regulations regarding utility billing and utility maintenance. Working knowledge of generally accepted principles of accounting for the receipt of cash payments. Working knowledge of administrative procedures. Working knowledge of standard operating practices involved in modern office operations and serving the public. Ability to clearly and concisely communicate with the general public. Ability to create and maintain accurate records, reports, and files in support of a customer-oriented operation. Ability to be flexible and multi-task. Ability to pay attention to details, strong organizational skills, and a high degree of accuracy. Ability to gather and give basic information and instructions on departmental programs based on inquiries. Ability to be tactful and courteous towards clients and citizens. Ability to gather and compile materials from a variety of sources. Requires the ability to use judgment in organizing and establishing formats. Requires the ability to record information and balance figures. Requires the ability to compile information based on general instructions. Requires the ability to arrange and place records, reports, and files into a proper sequence. Physical Requirements: Work in this class is described as sedentary. An employee must be able to physically perform the basic life operational functions of reaching, standing, lifting, fingering, talking, hearing, and repetitive motions. An employee must possess the visual acuity to work with data and statistics, work with accounting processes, operate a computer terminal, do extensive reading, and determine the accuracy, neatness, and thoroughness of the work assigned. The worker is subject to the inside environmental conditions. The worker is in contact with potentially infectious bodily fluids during the performance of his/her duties, such as sweat, saliva, occasionally blood, and mucus.
