Location: Central Office Job Title: HR Leave Specialist Wage/Hour Status: Nonexempt Reports to: Assistant Superintendent of Human Resources Pay Grade: Para 8 Days: 226 Dept./School: Human Resources Date Revised: 09/11/2025 Primary Purpose: The primary purpose of this position is to administer and manage employee leave programs, including FMLA, TDL, and other statutory or organizational leave policies, ensuring compliance with applicable laws and district procedures. This role provides guidance and support to employees throughout the leave process, helping to maintain workforce continuity and promote employee well-being.
Qualifications:
Education/Certification:
High school diploma or GED
Special Knowledge/Skills:
Ability to implement certification rules and procedures
Proficient skills in keyboarding, word processing, and file maintenance
Effective communication and interpersonal skills
Basic math skills
Ability to use personal computer and software to develop spreadsheets and databases and do word processing
Knowledge of employee time and attendance system (FLSA)
Ability to interpret and disseminate information to individuals and groups
Experience:
Three years secretarial or clerical experience, preferably in a public education environment Major Responsibilities and Duties: Leave Administration Process all long-term absences according to established guidelines including determining eligibility for various leave programs (e.g., family medical leave and temporary disability leave) and providing employees with appropriate and timely notice. Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information related to absences such as deductions from pay, medical certification requirements, return-to-work dates, and fitness-for-duty requirements. Work cooperatively with payroll department and risk management to process and coordinate all employee leave and absences, including those relating to workers' compensation claims. Assist with employee orientation programs and present information on leave benefits. Records, Reports, and Correspondence Substitute Payroll: Import from Aesop to Munis weekly, run all Aesop sub reports and manually match against Munis import; manually enter all long term subs for payroll into Munis; gather and calculate timesheets for all others on sub payroll (band, tech, child nutrition, etc...) Prepare correspondence, forms, and reports according to district standards and requirements. Maintain employee leave records, including confidential medical information in accordance with federal and state laws and regulations and district policies and procedures. Unemployment: process Texas Workforce Commission (TWC) claims, wage statements, and gather documentation. Non-exempt employee time records: review & process campus/department submissions of daily time-keeping clock records for all non-exempt employees. Process extra duty payroll for all non-exempt employees. Attendance: import all employee attendance from Aesop into Munis weekly, including manual entry of problematic situations such as spread of docked pay. Payroll
Prepare and submit information required for processing substitute employee payroll, and work cooperatively with payroll and other HR staff to ensure accuracy of leave reports, substitute pay, and eligibility for health insurance coverage. Other Maintain confidentiality. Participate in professional development activities to maintain current knowledge of rules, regulations, and practices. Perform other duties as required by the Supervisor and/or Superintendent. Follow district safety protocols and emergency procedures. Must be present regularly in person. Supervisory Responsibilities:
