Job Title
Reviews building plans to comply with International Code Council (ICC) codes, as well as local and national regulations. Evaluate and provide building permits, monitor customer communications, and assist with code enforcement policies and procedures. Essential Duties and Responsibilities
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Reviews projects and construction plans to ensure compliance with International Building Codes and City codes and ordinances. Issues building permits. Enforces International Building Codes, and City of Laredo ordinances. Provides customer service via email, phone, or in person. Prepares comments and feedback for customers, engineers, and designers, based on the International Building Codes, City's Land Development Code, ordinances, and regulations adopted by The City of Laredo. Provides software and construction training for customers. Performs related work as required Competencies for Successful Performance of Job Duties
Knowledge of: Construction, building methods and practices, basic mathematics, and estimating Customer service practices and tactical principles Pertinent building inspection-related federal, state, and local laws, codes, and regulations, including all International Code Council Books, Land Development Code, and Code of Ordinances Modern office procedures and methods including computers and applicable software, including GIS, Avolve, and Naviline English grammar, spelling, and punctuation Skills and Abilities: Skilled in providing customer service Skill in planning, organization, and time management Ability to read and interpret building, architectural, civil, structural, mechanical, electrical, and plumbing plans Ability to comply with all City of Laredo's policies and procedures Ability to communicate effectively, both orally and in writing, in English and Spanish Ability to establish and maintain effective working relationships Ability to meet schedules and deadlines of the work Work Environment/Conditions and Physical Demands Physical Effort Requirements Position will have the following exposures: Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards. Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Work Environment Locations Position will require the employee to work in the following types of work environments Never: Street environment (near moving traffic) Confined space Seldom: Outdoor environment Warehouse environment Sometimes: Construction site Vehicles Often: Office or similar indoor environment Exposures Position will require the employee to be exposed to the following environmental elements: Never: Individuals with known violent backgrounds Extreme cold (below 32 degrees) Communicable diseases Moving mechanical parts Fumes or airborne particles Toxic or caustic chemicals or substances Seldom: Extreme heat (above 100 degrees) Loud noises (85+ decibels such as heavy trucks, jack hammers, construction) Sometimes: Individuals who are hostile or irate Travel Position will require the employee to travel: Never: National travel International travel Seldom: Regional travel Sometimes: Local travel Minimum Qualifications
Required Education and Experience: Bachelor's degree from an accredited college or university in Building Construction, Engineering, Architecture, or related field. At least three (3) years of experience in building design, construction, or plan review. Experience with International Building, Mechanical, Plumbing, National Electrical, Fire, Energy, and Residential Codes is preferred. Required Licenses or Certifications: Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment. International Code Council Building Plan Examiner Certification must be obtained within 12 months of employment. Desirable Licenses or Certifications: International Code Council 1&2 Family Dwelling Inspector Certification is desirable. International Code Council Building Inspector Certification is desirable. Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated above from time of hire.
