The Port of San Francisco is recruiting for two (2) 5504 Project Manager II positions as part of the Waterfront Resilience Program (WRP) to manage the delivery of large, complex urban waterfront resilience projects during pre-design, detailed design, entitlements, bidding, construction, and closeout.

The Port’s Waterfront Resilience Program
The Port’s Waterfront Resilience Program was created to ensure the waterfront and its regional and citywide assets are resilient to earthquakes, flooding, sea level rise, shoreline erosion, and extreme storms. The program aims to defend against flood and earthquake risks while improving the waterfront, connectivity to the Bay, open space, mobility, safety, and jobs. Over the next 3 years, program work includes advancing the US Army Corps of Engineers General Investigation Feasibility Study (San Francisco Flood Study), implementing the USACE-recommended plan in collaboration with City partners, and delivering resilience projects funded by the 2018 Seawall General Obligation Bond.
Job Description
The Waterfront Resilience Program (WRP) Project Manager II (PM) positions are responsible for the management and implementation of WRP studies, plans, and projects, and for supporting leadership to advance the overall Program. WRP projects are typically complex, multi-disciplinary urban waterfront projects with high public and stakeholder interest. Projects reduce coastal flooding, improve earthquake safety and response capability, protect critical infrastructure, and enhance the waterfront for all users. Projects may include new seawalls and levees with nature-based features, earthquake retrofitting or replacement of wharf and pier structures, preservation and adaptation of historic buildings, enhanced public spaces and parks, upgraded drainage and utility infrastructure, and improved mobility infrastructure. Projects involve stakeholder involvement, multiple funding sources, political interest, and construction challenges.
Working under the administrative direction of the WRP leadership team, PMs will plan, organize, coordinate, direct, and control one or more complex urban waterfront resilience projects from concept through design and construction to closeout. Projects involve Port staff, City staff (SFPUC, SFPW, SFMTA, Planning), and US Army Corps of Engineers staff. PMs lead the development of project scopes, budgets and schedules, oversee design and engineering, support entitlements and environmental permits, support contract procurement for consultants and construction, and manage staff and consultants to deliver projects. PMs represent projects and the Program at public meetings, prepare and present staff reports to the Port Commission, and meet with Port and City leadership to inform and present recommendations.
The Project Manager II duties include:
Preparing and monitoring the project budget, including occasionally obtaining funding.
Overseeing completion of conceptual design.
Overseeing planning activities.
Coordinating work of a multi-disciplinary technical staff across organizational boundaries.
Working with consultants, private contractors, interest groups, funding and regulatory agencies, and City/County departments.
Coordinating CEQA processes and/or obtaining permits.
Controlling project cost and schedule.
Reviewing reports, plans, specifications, cost estimates, and schedules.
Serving as primary contact for all parties involved in the project.
Performing other related duties as assigned.
Qualifications
Bachelor’s degree in architecture, engineering, or planning plus six (6) years of responsible architectural, engineering, or construction management experience, OR
Bachelor’s degree in another field plus eight (8) years of responsible experience in a field directly related to the project, OR
Ten (10) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
California registration as professional engineer or architect, plus two (2) years of project coordination experience.

One-year full-time employment is equivalent to 2,000 hours. Overtime hours above 40 per week are not included in the calculation for full-time employment.
