Program Manager — IRS Enterprise File Storage (EFS) Program Period of Performance:
November 2025 – November 2026 (with one option year through November 2027) Schedule:
Full-time, Monday–Friday, 8 hours/day within core hours 7:00 a.m.–5:00 p.m. Place of Performance:
IRS New Carrollton Federal Building, Lanham, MD (on-site as required) Summary KeenLogic seeks an accomplished Program Manager to lead the Internal Revenue Service (IRS) Enterprise File Storage (EFS) program. This role will drive planning, documentation, reporting, security, and the transition of workflows to new platforms. The Program Manager will also provide oversight for related IRS initiatives such as Enterprise Electronic Facsimile (EEFax), Zero Paper Initiative (ZPI), Robotics Process Automation (RPA), Taxpayer Digital Communications (TDC) eGain, and the Document Upload Tool (DUT). The ideal candidate will bring deep federal program management expertise, along with strong leadership, communication, and problem-solving skills suited to complex, high-visibility technology programs. Required Qualifications U.S. Citizen
Must be tax-compliant and eligible for IRS Public Trust clearance
12+ years of program management experience
Relevant degree preferred
Program Management Professional (PgMP) certification
Expertise in lifecycle management methodologies including Agile, Waterfall, or IRS One Software Development Lifecycle (OneSDLC)
Strong background with ITIL, CMMI, PMI, ISO9000 standards
Demonstrated success in risk and change management, cost and budget control, and resource allocation
Proficiency with collaboration and reporting tools such as SharePoint, Microsoft Teams, Microsoft Project, or equivalent
Familiarity with federal compliance requirements including Federal Information Security Modernization Act (FISMA), National Institute of Standards and Technology (NIST) frameworks, Authorization to Operate (ATO) processes, and Continuous Authorization Services and Oversight (CASO) requirements
Responsibilities Lead overall management of the EFS program, ensuring alignment with IRS priorities and integration with related initiatives
Deliver recurring and ad hoc reports, communications plans, and organizational charts to IRS leadership
Develop and maintain program documentation including risk management plans, change logs, budgets, transition strategies, and white papers
Ensure compliance with IRS security and audit requirements, including CASO checklists, Treasury Inspector General for Tax Administration (TIGTA) reviews, and ATO submissions
Oversee training, workflow testing, and reporting deliverables across multiple teams and stakeholders
Facilitate cross-functional collaboration between technical leads, project managers, business subject matter experts, and IRS business owners
Manage program financials, spending plans, and performance measures to meet cost, schedule, and quality objectives
Represent the program in stakeholder meetings, status briefings, and governance reviews, translating technical progress into clear business outcomes
Drive process improvements, foster accountability, and ensure lessons learned are captured and applied
