Permit Section Engineer II

This position performs engineering work in the review and approval of plans to ensure compliance with the City Code of Ordinances and Engineering Standards. Responsible for permit review and processing, meetings with applicants, participating in technical review committees, and coordination with our City Departments. Works under the direction of the City Engineer & Permit Section Manager. Conducts field inspections and participates in public meetings, as necessary. Job Duties and Responsibilities

The following duties are normal for this position. Receives plans submitted to the Public Works Department and assures proper routing. Examines, reviews and provides comments to plans submitted for Public Works' review and permit issuance. Reviews proposed and existing elevations and drainage systems to ensure compliance with standard engineering practices and standards. Answers questions from applicants and provides accurate explanations of issues with plans; provides guidance to rectify deficiencies. Responds to general email inquiries received through the PWPermits group inbox and the 311 Customer Service Application, ensuring timely and accurate follow-up. Maintains and updates electronic files for Restrictive Covenants and other Public Works permit-related folders to ensure accuracy and accessibility. Issues permits for right-of-way work to include calculating permit fees and assigning special instructions and subpermit requirements. Required estimating excavation areas, right of way closures, concrete replacement, etc. Ensures proper right-of-way permit compliance by developers and contractors to include proper Maintenance of Traffic (MOT) for municipal zones. Reviews building permits and right-of-way encroachment requests to ensure compliance with City Codes. Processes all permit related documents/forms/information and ensures proper routing. To include documents/forms required by external agencies. Reviews right-of-way encroachment requests. Prepares draft commission agenda items and background-information related to encroachment items. Assist in the preparation and review of restrictive right-of-way covenants, hold harmless right-of-way agreements and related maintenance agreements. Verifies property ownership, contractor licenses, and insurance. Compiles data and prepares various reports. Performs administrative functions to include correspondence preparation, filing plans, permits, and maintaining various records. Prepares and maintains reports, records and correspondence concerning permitting activity. Assists section manager or designee with supervision of the permitting and administrative support functions, as necessary. Ensures completeness of controls, adherence to standards, completion of documentation, quality of output and efficiency of systems and programs. Conducts field inspections and participates in public meetings as necessary. Performs other related tasks as required. Qualifications

Bachelor's degree in civil engineering. An E.I.T. certification is preferred. Four (4) years of related engineering experience, to include design work and experience reading plans and blueprints. Valid Florida Driver's License Benefits

HOLIDAYS: 16 days including 3 floating days. SICK LEAVE: 110 hours annually. ANNUAL LEAVE: 94 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year. BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules & Regulations. LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City. VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions. LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions. POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement. DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program. TUITION REIMBURSEMENT: $2,000 per semester ($6,000 maximum annually) as per the City's Rules and Regulations. CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.
