Bill Wilson Center has served runaway and homeless youth since 1973. Job Summary

The F&C Program Manager provides leadership and oversight for our Family & Children’s Outpatient Continuum Program(s), serving youth ages 6-20 and their families who are Medi-Cal beneficiaries, including LGBTQ+ specific services. This leader oversees all aspects of the program to ensure its success and client well-being, including staff management (hiring, training, supervising a team of mental health professionals and paraprofessionals), program development, budget management and compliance, and serving as a key community liaison with other child-serving organizations. Essential Duties/Responsibilities

Hiring, training, and weekly (non-BBS) supervision of a team of mental health professionals and paraprofessional staff. Management and oversight of staff caseloads and billable hours to standard, and assignment of incoming referrals. Review staff documentation and provide feedback/correction to ensure compliance with Medi-Cal, legal, and ethical standards. Provide coaching, feedback, and corrective action to support staff’s professional development. Conduct initial 6-month reviews for new hires and annual performance reviews for staff. Ensure services are strength-based, individualized, and align with Agency values and program outcomes. Serve a small caseload of clients if/when needed based on program capacity. Participate in on-call management rotation (including afterhours/weekends) every 3-6 weeks (additional stipend provided). Budgeting, tracking expenses, and ensuring financial sustainability. Build and maintain relationships with community partners and schools. Conduct monthly chart audits in coordination with staff and the Quality Improvement team. Monitor and evaluate outcomes data, identifying strengths and addressing areas of improvement. Participate in and provide clinical supervision, consultations, and training. Maintain all Program Practices and Compliance Policy and Procedures per contract requirements and agency policies. Assist with data collection and provide reports as required and within deadlines. Collaborate with other BWC managers to ensure continuum of services across programs and a cohesive, positive working environment. Attend community, partnership, and Santa Clara County Behavioral Health meetings and workgroups representing our programs and Agency. Keep the work area clean and report maintenance or safety concerns immediately. Regular attendance is essential for this job. Additional duties as assigned. Education And Experience

Licensure as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC) in California. Experience with Medi-Cal Specialty Mental Health Services is desirable. Required Skills/Abilities

Bilingual communication and documentation skills (English/Spanish) are highly valued. Understanding of family-focused interventions and strategies supporting whole families including parents and caregivers. Strong understanding of trauma-focused interventions and trauma-informed practices. Strong understanding of LGBTQ+ affirming care and practices. Awareness of oppression and social injustice issues affecting the agency’s communities; commitment to cultural humility and healthy interpersonal relationships in a multicultural workplace. Ability to assess risk and guide staff in interventions addressing suicidality, homicidality, and other safety concerns. Knowledge of safety rules, contracts, government notices, and procedure manuals. Ability to develop and maintain a schedule of weekly activities and meetings balancing multiple priorities. Ability to document activities related to services and review written documents. Clear and professional communication with staff, colleagues, clients and families. Ability to facilitate and participate effectively in group discussions and meetings. Basic math skills to track hours, productivity, and expenses for reimbursement. Problem-solving using information available in written, verbal, diagram, and/or spreadsheet formats. Ability to remain calm in escalated situations and exercise independent judgment. Knowledge of state regulations regarding ethics, treatment, patient rights and confidentiality. Intermediate computer skills and the ability to learn new software and applications. Valid California driver’s license and access to a personal vehicle with current insurance for company use; personal cellular phone for company use. Current CPR and First Aid Certification (or able to complete within 30 days of hire). Pass a background check and fingerprinting; pass a TB test. Physical Demands

Drive to client and staff locations and offices. Complete documentation on paper and in the computer, and make phone calls. Navigate various community locations including client homes, centers, and outdoor settings, with potential inclement weather and unpaved surfaces. Work Environment

Office setting in an urban environment with free onsite parking. Office includes an assigned office and laptop computer. Office temperature may vary; noise levels may vary. Salary Range
