Summary You will serve as a SUPERVISOR in the POSITIONING, NAVIGATION, AND TIMING DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will provide Technical, Teamwork and Communication, Management, Leadership and Supervisorial oversight to branch personnel and their assigned activities. You will be responsible for providing supervision to branch personnel, technical leadership, planning, program development, business development, coordination and management for personnel, weight handling and facilities. You will execute complex multidimensional PNT System lifecycle engineering activities which include system development, system test and evaluation, platform integration, system acquisition, system production processing etc. You will work with team members to resolve complex, large scale, cross-organizational issues, which may require external teaming. You will support the Navigations Sensor System Interface (NAVSSI) Technical Design Agent (TDA), Global Positioning System (GPS)-based Positioning, Navigation and Timing Service (GPNTS) Lead Systems Integrator (LSI). You will ensure sound fiscal management by analyzing and monitoring resources and providing information to higher-level supervisors for future planning. You will provide project management knowledge and experience designing, developing, testing, evaluating, acquiring, and sustaining military-grade PNT systems. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Work with other branch members to execute complex multidimensional PNT System lifecycle engineering activities which include system development, system test and evaluation, platform integration, system acquisition, system production processing, system sustainment, and platform/field subject matter-expertise (SME) technical support services. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: These engineering activities have an impact external to the command and with visibility at the service/agency level (i.e. PEO C4I, PMW/A 170, NAVWAR, Space Systems Command, NAVSEA, USCG, MSC). As a technical supervisor, oversee the activities of the branch. Selectee will work with team members to resolve complex, large scale, cross-organizational issues, which may require external teaming. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provide guidance with existing Navy surface PNT systems, including the GPS, NAVSSI, GPNTS, Inertial Navigation Systems (INS), and other sources of PNT. Provide project management knowledge and experience designing, developing, testing, evaluating, acquiring, and sustaining military-grade PNT systems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Provide administrative support for activities such as fiscal operations, procurement, and personnel management. Ensure sound fiscal management by analyzing and monitoring resources and providing information to higher-level supervisors for future planning. Approximately 75% of the selectee's work will be personally performed technical work that aligns with the mission of the branch. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector Leading technical personnel multidisciplinary teams in development, integration, and sustainment of PNT systems by engineering activities that include system development, system test and evaluation, platform integration, and/or system acquisition. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6.This position is eligible for ad-hoc/situational telework at the discretion of management. This is a Cyberspace Workforce position, work role code Supervisor, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
