The following description provides the responsibilities, qualifications, and requirements for this role.
Overview You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the Applied Research Division, Code 71700 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Responsibilities You will manage the day-to-day operations of the Divisions, which consists of approximately 140 scientists, engineers, and administrative specialists.
You will apply technical aspects of the systems and sponsor tasking, to provide direction, oversight and conduct technical performance reviews and prepare for Division Reviews.
You will ensure projects achieve cost and schedule objectives. Lead process improvement activities; collect and analyze metrics for use in the management and direction of programs.
You will analyze and evaluate proposed changes in policy and procedures and communicate impact and contingencies.
You will develop and implement processes to increase the frequency and effectiveness of communications to include monthly Division newsletters, online workflows, virtual suggestion boxes, and quarterly magazines.
You will lead Center level teams and engage with other Divisions and Departments for Center level efforts.
Requirements Must be a US Citizen.

This is a Cyberspace Workforce position, work role code IT Program Manager, proficiency level (Advanced) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications NM-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NM-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading process improvement activities; collect and analyze metrics for use in the management and direction of programs; and analyze and evaluate proposed changes in policy and procedures and communicate impact and contingencies; and lead Center level teams and engages with other Divisions and Departments for Center level efforts.
NM-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NM-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading process improvement activities; collect and analyze metrics for use in the management and direction of programs; and analyze and evaluate proposed changes in policy and procedures and communicate impact and contingencies.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6.
