General Statement of Duties
In the Street Division of the City's Public Works Department, they carry out responsible, semi-skilled, and skilled tasks such as operating commercial vehicles and heavy equipment, cleaning the streets, and collecting and disposing of yard waste, recycling, furniture, and appliances from curbsides.
Distinguishing Features of the Class
An employee in this class operates commercial vehicles and equipment such as rear-loading garbage trucks, knuckle boom loaders, backhoes/front-end loaders, or other medium- to heavy-duty equipment. Work involves operating equipment in tight locations, around underground and overhead utility lines, and near trees, parked cars, and traffic. Judgment and initiative are required in the performance of duties. The employee is subject to various environmental conditions, including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as noise, fumes, odors, dusts, mists, gases, moving mechanical parts, electrical current, chemicals, oils, vibrations, and close quarters. Work may also subject the employee to the final standards of OSHA on bloodborne pathogens. Work is performed under general supervision and is reviewed for accuracy, safety, and adherence to established standards. Work may require the employee to serve on-call and respond to call-back work.
Duties and Responsibilities
Essential Duties and Tasks
- Operates rear loading garbage truck and knuckle boom truck to remove recycling, furniture, appliances, yard waste such as leaves and limbs, and other debris from roadside; dumps truck at the land fill.
- Operates dump truck and heavy equipment such as backhoe or frontend loader to remove recycling, furniture, appliances, yard waste such as leaves and limbs, and other debris from roadside; dumps truck at the land fill.
- Operates street sweeper to clean streets; identifies appropriate route to reduce the impact of traffic and to address work in an efficient way; changes out brushes; fills truck with water at hydrant; dumps truck at the land fill; crawls under truck to access inside for cleaning.
- Operates leaf truck to vacuum leaves from curbside.
- Cleans trash, litter and other debris from street right-of-way.
- Assists with vegetation management operations; mowing and trimming grass using weed eater, lawn mower and cutting tractor; trims tree limbs using chain saw, pole saw, etc.
- Assists with snow removal operations; may operate snow removal equipment to remove snow from streets during snow events.
- Performs general preventive maintenance on equipment; cleans and washes equipment.
- Reports any unsafe conditions of equipment and other necessary repairs to supervisor.
- Performs related duties as required.
Knowledge, Skills & Abilities
- Considerable knowledge of the operation, maintenance, capabilities and limitations of equipment used.
- Considerable knowledge of the occupational hazards and proper safety precautions involved in the operation of heavy equipment.
- Considerable knowledge of the traffic laws and regulations for equipment operation.
- Ability to operate specialized commercial vehicles and equipment with skill and safety.
- Ability to exert heavy physical effort.
- Ability to understand and follow oral and written instructions.
- Ability to maintain work records.
- Ability to establish and maintain effective work relationships with other employees, supervisors, and the general public.
- Ability to respond courteously to the public.
Physical Requirements
- Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions.
- Must be able to perform medium heavy work exerting up to 100 pounds of force occasionally; and/or 50 pounds of force frequently; and/or 20 pounds constantly.
- Must possess the visual acuity to operate equipment, to perform semi-skilled and skilled tasks; and to distinguish details as well as for safety issues; to perform mechanical and trade skills; to operate equipment in a safe manner, and to determine thoroughness of work completed.
Desirable Education and Experience
Graduation from high school, or GED, and experience driving commercial vehicles; heavy equipment operation experience preferred; or an equivalent combination of education and experience.
Special Requirement
- Possession of a Class B North Carolina Commercial Driver's License.
- Class A North Carolina Commercial Driver's License preferred.
- May require certifications in OSHA or other safety related items.
