The mission of the Kentucky Energy & Environment Cabinet (EEC) is to improve the quality of life for allKentuckians by protecting our land, air, and water resources by utilizing our natural resources in anenvironmentally conscientious manner. We do this by helping families connect with nature and preserving theCommonwealth's natural heritage; and by supporting innovative, resilient, and sustainable energy solutionsthat together bring economic benefit to the commonwealth.

The Division of Information Services is seeking a GIS Branch Manager to oversee a newlyestablished GIS branch serving two critical departments: Environmental Protection and Natural Resources.This is more than a technical leadership role-it's a chance to shape how data drives decisions across air,water, land, and wildlife management. From mapping watershed health to supporting forest conservation and minereclamation, your team's work will directly inform policy, enforcement, and public engagement.
By joining the Division of Information Services, GIS Branch as a GIS Branch Manager in Franklin County, youwill have the opportunity to lead enterprise-level geospatial initiatives that directly support Kentucky'senvironmental stewardship, shape policy through data-driven insights, mentor a skilled technical team, anddrive innovation across multiple agencies including Environmental Protection, Natural Resources, Energy, andNature Preserves.
Holders of the GIS Branch Manager position will complete tasks such as: Lead and mentor GIS professionals across two dynamic sections. Oversee development of GIS applications, mapping products, and spatial data services. Ensure all GIS implementations follow agency development standards and best practices. Integrate geospatial tools into environmental monitoring, permitting, and resource planning. Promote GIS training, cross-agency collaboration, and strategic project coordination. Holders of this job will learn the following skills:
Interdepartmental Coordination: Skillfully navigating and aligning priorities across the Energy & EnvironmentCabinet to address diverse and evolving geospatial needs. Policy Integration: Translating geospatial best practices into actionable agency policies and procedures. Team Development: Building and mentoring a high-performing GIS team across the Energy and EnvironmentCabinet. Desired candidates possess the following requisite skills or experience applicable to the position:
Enterprise GIS Leadership: Ability to oversee complex, multi-department GIS programs with strategic visionand operational discipline. Cross-Agency Coordination: Skilled in aligning geospatial priorities across Environmental Protection, NaturalResources, Energy, and Nature Preserves. Technical Mastery of GIS Platforms: Deep expertise in ArcGIS Enterprise, ArcGIS Online, and spatial datastandards to ensure system integrity and scalability. Team and Project Management: Proven experience supervising technical staff and managing GIS initiatives fromplanning through execution. Policy and Standards Implementation: Capable of translating technical best practices into agency-wideprocedures that support consistency and compliance. This position has an approved locality premium of 27% in compliance with 101 KAR 2:034 Section 9 (1).

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree. Applicant must have successfully completed six semester hours in computer science, data processing, or geographic information system courses.
EXPERIENCE, TRAINING, OR SKILLS:
Five years of experience in a technology or GIS-related field.
Substitute EDUCATION for EXPERIENCE: A master's degree in GIS-related field will substitute for two years of experience.
Substitute EXPERIENCE for EDUCATION: Additional experience in a technology or GIS-related field will substitute for the bachelor's degree requirement on a year-for-year basis OR Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
