The Division of Family Support invites you to join the unique opportunity of building an effective andefficient system of care, support, and assistance for the Kentucky citizens who need it most. Family Supportseeks an Data Analyst to provide statistical data and completes research for the leadership of Family Supportand the branches within the division to ensure effective development, implementation and management of agencyprograms that serve vulnerable populations and the maintenance of various complex programs within FamilySupport.

The position you are applying for has access to or use of federal tax information (FTI) or meets the statutorydefinition of front-line staff. Therefore, pursuant to IRS Publication 1075 and 900 KAR 1:009 or KRS 194A.062and 900 KAR 1:050, applicants for this position in the Cabinet for Health and Family Services (CHFS) shallsubmit to a fingerprint-based criminal background check by the Department of Kentucky State Police and theFederal Bureau of Investigation.
Responsibilities and Duties include but are not limited to: Provides Family Support statistical data and completes research for the leadership of the Department forCommunity Based Services (DCBS) and the Division of Family Support regarding the impact of federal and stateregulatory updates and changes. Uses programing language to extract data and compile reports. Performs otherduties as assigned. Collects, reviews, and analyzes data retrieved from Worker Portal and other data systems for fiscal impactsand tracks data for measurable outcomes. Consults with staff who manage data systems to determine the type ofinformation needed to create data reports that assists departments in meeting goals, outcomes to determinefiscal impact. Coordinates work of procedures development specialists based within the division leadership who are engagedin collecting and analyzing data within the department. Provides information to commissioner's office anddivision leadership to enable them to provide coordination and direction to field staff to meet the needs and outcomesof the agency. Analyzes federal and state statistics pulled from Worker Portal and CHFS Business Intelligence (BI) Reportsincluding caseloads, staffing, productivity, timeliness rates, case accuracy data, regulations, andclarifications for budgetary impact for DCBS programs. Develops, implements, and interprets DCBS policies and procedures related to data. Measures outcomes on aregular and ongoing basis by analyzing data and statistical information compiled. Completes other duties as assigned. Knowledge, skills and abilities:
Strong data-driven decision-making skills and the ability to translate insights into effective policy andpractice improvements. Able to speak and present publicly in a professional manner. Ability to work well under pressure and meet deadlines. Good time management and organizational skills. Experience working with community partners. Experience in developing, implementing and interpreting policies and procedures. Experience with analyzing, collecting and reviewing large value of data.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology (IT) or related field OR certification in an IT-related field.
EXPERIENCE, TRAINING, OR SKILLS:
Two years of professional experience in IT data analysis.
Substitute EDUCATION for EXPERIENCE: A master's degree in computer science will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Two years of additional related experience in IT data analysis will substitute for the education requirement.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title typically perform duties in an office setting. May require minimal travel.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
