Overview Manage a team of Preconstruction professionals to develop internal estimates, engage subcontractors, analyze bids, and compile estimates. Lead the development and adherence to precon standards and processes, and oversee personnel development.
Job Responsibilities
Pre-Estimate:
Participate in design review meetings, monitor scope, cost, and constructability during design development, and lead or participate in Estimate Plan meetings to develop winning strategies and evaluate risks. Estimate Development:
Lead estimator roles, ensure team resources, engage in RFIs, identify risks, create conceptual estimates, and review estimates for compliance and accuracy. Subcontractor Management:
Build relationships, develop sourcing strategies, verify qualifications, organize pre-bid meetings, and develop process flows and standard documents. Post Estimate:
Ensure budget compliance, participate in scope reviews, assist in subcontractor selection, and compile lessons learned. Database Maintenance:
Maintain databases for subcontractors, bid forms, cost histories, and estimates. Training:
Train staff, develop training programs, and participate in performance reviews and career development. Travel:
Attend bid walks, conferences, and visit projects, with expected travel of 10-25%. Miscellaneous:
Manage resources, coordinate with other groups, and perform additional duties as assigned.
Education/Experience
Bachelor's in Engineering, Construction Management, or related field plus 10 years of experience; or 15 years in the industry. Experience with large-scale water and wastewater projects is required.
Knowledge, Skills, and Certifications
Estimating, scheduling, budgeting, construction management, client relationships, subcontractor/vendor relations, computer skills. Knowledge of estimating software (e.g., Beck Destini, Accubid). Proficiency in Microsoft Office, excellent communication, organizational, and leadership skills. Ability to manage pursuits, support staff, and understand bid practices.

Physical and Environmental Requirements
Ability to visit sites, stand, walk, lift light to medium weights, and operate equipment. Good coordination, dexterity, and visual acuity are required.
