The North Dakota Teachers' Fund for Retirement (TFFR) is a defined benefit public pension plan for the state's public school educators, qualified under Section 401(a) of the Internal Revenue Code. The fund is governed by North Dakota Century Code (NDCC) 15-39.1 and Title 82 of the North Dakota Administrative Code. TFFR serves approximately 12,000 active members, 4,000 inactive members, and 204 participating employers, with board oversight administered by the North Dakota Retirement and Investment Office (RIO). Chief Retirement Officer (CRO)
to join our executive leadership team. This is an opportunity for an experienced leader to guide a retirement program that impacts thousands across North Dakota. The CRO provides organizational leadership, oversees Retirement Services, partners with the Executive Director, and ensures the delivery of exceptional customer service and pension administration to North Dakota's public educators. As the Chief Retirement Officer, you will be a trusted leader who ensures TFFR remains strong, effective, and responsive to the needs of North Dakota's public educators. What You'll Do
Provide executive-level leadership, decision-making, and organizational oversight for the Teachers' Fund for Retirement (TFFR). Interpret and implement statutes, rules, and board policies while supporting and advising the TFFR Board. Lead strategic planning, program development, and continuous performance improvement initiatives. Manage, mentor, and develop team members while fostering a collaborative and high-performing workplace culture. Partner with educators, employers, legislators, consultants, and the media to strengthen stakeholder relationships. Communicate clearly and effectively to diverse audiences, making complex retirement and policy issues understandable. Support budget planning, resource allocation, and overall program management to ensure long-term sustainability. What We're Looking For
Strong executive leadership and organizational management skills. Skilled in interpreting statutes, policies, and rules and applying them to real-world situations. Excellent communication skills, with the ability to explain complex issues to non-technical audiences. A collaborative mindset, with proven ability to build relationships and resolve conflicts. Commitment to continuous improvement, accountability, and service to others. Minimum Qualifications
A bachelor's or master's degree in education, business administration, human resources, law, public administration, or a related field. At least five (5) years of progressively responsible experience in education administration, finance, human resources, program management or public administration including budget oversight and staff supervision. Preference will be given to candidates with experience in benefits administration, financial services, retirement systems, and other related areas. Compensation & Location
