Salary:
$4,700 - $5,450 per month
As a Grants and Contracts Specialist, you will become an integral member of the Administrative Services Division.
Summary of work: Assist program managers from each division to develop and manage program/department grant budgets and expenditures. Responsible for processing vendor invoices and reimbursements, entering supplier transactions, and reconciling statements. Monitor grant award expenditures to ensure compliance with the allowability of expense, ensuring expenses meet the intent of the funds, and that expenditures meet the various periods of performance. Responsible for periodic internal reviews as needed. Manage and process accounts payable in compliance with department policies, including coding, inter-department billing, and vendor updates. Review and resolve discrepancies, verify payment accuracy, and ensure compliance with 1099 and state regulations. Maintain knowledge of funding sources and grants, ensuring adherence to Uniform Guidance requirements. Prepare quarterly billings for state and federal grants. Contract preparation and tracking grant awards. Inventory tracking with a focus on ensuring accurate recordkeeping and proper documentation of purchases. Research and purchase airline tickets in accordance with Department policies and employee travel schedules.Track airline vouchers and submit final travel reports to the Deputy Commissioner. This position will support the Commissioner in coordination with the Administrative Services Division. Given the necessity for on-site involvement, this position is located in-office at the State Capitol building in Bismarck.
Minimum Qualifications:
Bachelor's degree in Accounting, Finance, Business Administration, or a related field. At least two years of professional experience in accounting or financial management. Proficiency in Microsoft Excel and Outlook. Strong verbal, written, and interpersonal communication skills. Preferred Qualifications:
Experience in drafting or preparing contracts. Experience in grant preparation, monitoring, or administration. Knowledge of state and federal fiscal rules and regulations. Accounts payable processing experience. Familiarity with the PeopleSoft Financials module. At least one year of experience in state government. Application Procedures:
