Job Description Raleigh Water is hiring a

Utilites Manager,

responsible for managing three wastewater resource recovery facilities, which include the largest wastewater resource recovery facility within North Carolina. Additionally, this position will have the responsibility for 130 lift stations.

Duties and Responsibilities The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline and/or termination of employees. Provides and/or facilitates employee training and development, addresses employee concerns and/or problems, determines or makes recommendations regarding new hire salaries and salary changes, and acts as liaison between employees and management Plans, manages, and directs the implementation, coordination and operations of the Resource Recovery Division. Reviews and monitors operational performance and customer service levels, ensuring compliance with applicable regulations, quality and safety standards, and organizational policies Develops and updates operating policies and procedures for the Division. Establishes and implements departmental goals and objectives in conjunction with organization officials and staff members, and audits effectiveness and compliance with policies and procedures Reports on goal and objective achievements and implements business process improvements. Analyzes Division performance in key areas, and delegates training and development activities for employees Supports all standards of health and safety directives from City Safety and translates these to the Divisional Safety Program Serves as liaison and representative interacting with internal leaders and staff, external agencies, consultants, and design professionals for Capital Improvement Projects. Researches division inquiries or complaints, and provides communications, information, and consultation related to assignment area Directs, coordinates, and monitors financial budget activities to fund operations and increase operational efficiency. Manages annual budget preparation, prepares supplemental requests, meets inventory cycle count requirements, and directs the funding of the assigned budget. Prioritizes and directs resource allocation and develops and prepares reports, presents information to top leadership regarding budget supplemental requests, and manages all procurement needs for the division Collaborates with Division Managers in Raleigh Water, other departments, and external partners to build and cultivate relationships and uphold standards within and outside of the City organization Manages initiatives and processes that comply with the integrated master plan, and projects the needs of the assigned division pertaining to staff, trucks, equipment, and other resources required to maintain the system and minimize customer impacts Typical Qualifications Education and Experience: Bachelor's Degree or 4 Years of College in Environmental Science or related field and 7 to 9 years' experience in supervisory level water/wastewater infrastructure system maintenance and repair, project scheduling, or related work

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Licensing and Certifications:

Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire Preferred Qualifications:

Work Environment and Physical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.

Work Environment: Work is typically performed in an office or similar indoor environment. Employees may occasionally work in a street environment (near moving traffic), vehicle, warehouse environment, or shop environment.

Work Exposures: Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to individuals who are hostile or irate.
