Job Description This

Principal Transportation Reviewer

will serve as the liaison to Planning and Development - Comprehensive Planning staff relating to rezoning, text change, comprehensive plan amendment, and annexation cases. You will have extensive interactions with the public and elected/appointment officials through representation of the Transportation Department during Planning Commission and City Council consideration of land use cases. This role will lead the Department of Transportation's engagement and support of rezoning, text change, comprehensive plan amendment, and annexation case review and legislative consideration.

The Land Development Division in Raleigh's Transportation Department helps shape how our city grows. We work closely with the Planning Department on rezoning and supporting the Development Review Group with subdivision and site plan review. Duties and Responsibilities The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Coordinate with staff throughout the Transportation department relating to review and consideration of land use cases Reviews preliminary subdivision/site plans, including Master Plans/Planned Developments Serves as advanced level technical resource and liaison for internal and external stakeholders to conduct research, high-level training, and presentations; prepare agendas, reports, cost estimates, and communication materials; operate as a project manager for long-term department initiatives Provides oversight, support, and technical mentorship to planning and engineering staff within the division and department. Participates in meetings to assist customers with development related projects Participates as a key member of the DMT, which focuses on process improvement, working with external and internal stakeholders, and promoting an environment of partnership with the residents and development community Prepares and presents oral and written reports, presentations to Commissions, Boards and City Council as needed Conducts a variety of special studies and participates in various special projects Performs work product audits Typical Qualifications Education and Experience: Bachelor's Degree in Civil Engineering, Construction Management, or related field; 5 to 7 years' experience in engineering, construction management, or related work

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Professional Engineering (PE) Registration Additional Information Knowledge of:

Planning, organization and management of construction, alteration and installation projects Professional engineering and project management principles and practices Applicable City, State and federal law, codes, ordinances, regulations, policies and procedures Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications Skill in:

Project management Contract administration Verbal and written communication Customer service Ability to:

Plan, coordinate and manage projects for assigned department Perform a variety of professional engineering duties in the planning, design, contracting, budgeting, bidding and analysis of assigned projects Train and provide work direction and guidance to assigned personnel Interpret, apply and assure compliance with City, State and federal law, codes, ordinances, regulations, policies and procedures related to public works projects

Physical Effort: Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment: Work is typically performed in an office or similar indoor environment, outdoor environment, or street environment (near moving traffic). Employees may occasionally work in a vehicle or on a construction site.

Working Conditions: Employees may occasionally interact with individuals who are hostile or irate be exposed to extreme heat (above 100 degrees), fumes or airborne particles and loud noises.
