Duties and Responsibilities The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
Leads and develops a team of procurement analysts by hiring, coaching, training, and mentoring staff, fostering professional development Oversees major purchasing and contracting activities, including reviewing and approving solicitations, requisitions, and purchase orders to contracts, amendments, and change orders-ensuring accuracy, efficiency, and fiscal responsibility Advises supports City departments on procurement policies, processes, compliance, and best practices Serves as a subject matter expert for procurement systems, ensuring effective use of our ERP and eProcurement technology Designs and delivers training programs that empower employees across the City to navigate procurement tools, processes, and best practices Analyzes procurement data and workflows to identify improvements, solve problems creatively, and drive city-wide strategies that optimize efficiency, value, and overall enhancement of procurement operations Typical Qualifications Education and Experience: Bachelor's Degree in Business Administration, Public Administration, Accounting, Finance or related field and 5 to 7 years' experience in procurement, purchasing, contract administration, or related work
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Preferred Qualifications:
Certified Local Government Purchase Officer (CLGPO) or similar public procurement certification
Additional Information Knowledge, Skills and Abilities:
Understanding and applying procurement regulations, laws, policies, procedures, and best practices while ensuring compliance with legal and regulatory requirements Negotiating and administering contracts Utilizing ERP/eProcurement systems and reporting tools Implementing strategic sourcing and managing vendor relationships Supervising, training, coaching staff and evaluating team performance Communicating effectively and delivering exceptional customer service Thinking critically and analytically, solving problems, and improving processes Managing projects and time efficiently Maintaining integrity in procurement processes Building and sustaining strong business relationships with vendors and stakeholders Adapting to organizational change and driving innovation

Work Environment and Physical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.
Work Environment: Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor environment.
Work Exposures: Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to individuals who are hostile or irate.
