Chief Operating Officer - EPC
Location: Houston, TX | Supervisor: Chief Executive Officer | FLSA: Exempt | Position Status: Permanent, Full-Time | Work Status: Hybrid | Travel: up to 50%
Hanwha Qcells USA Corp (Qcells USA), headquartered in Houston, TX, specializes in utility-scale solar modules, photovoltaic (PV) and battery energy storage systems (BESS) project development, and EPC services for solar and BESS projects nationwide. Qcells USA offers turnkey solutions across the entire project lifecycle to reduce risk and improve investment returns. The COO of EPC will lead a diverse engineering and construction organization and oversee a wide network of suppliers and partners, reporting to the CEO.

Overview
The Chief Operating Officer (COO) of EPC (Engineering, Procurement, and Construction) will enable our vision of becoming the leading solar solution provider in the Americas and will grow and mentor the EPC engineering and construction team, while coordinating with suppliers and partners to achieve strategic objectives. Responsibilities
Direct and manage all operations for the successful execution of projects, including developing and implementing operational policies and procedures. Develop and implement a standard operating model, processes and procedures across all operations. Ensure projects are delivered on time, within budget, and meet quality and safety standards. Maintain strong client relationships and ensure client needs are met throughout the project lifecycle. Continuously measure and improve operational excellence, adapting and replicating best industry practices across departments to create a highly competitive EPC organization. Execute cost reduction programs through optimization of people, processes, and technologies. Manage and oversee Procurement, Engineering, and Construction teams, coordinating with counterparts in other regions to develop synergies and standardize components. Provide engineering and construction insight to gauge project potential and highlight key risk areas. Provide day-to-day leadership and mentorship to employees within the EPC organization. Perform other duties and special projects as assigned. Leadership Lead the operations of the organization (engineering, construction, quality, supply chain, and safety). Develop and deploy strategies to train leadership on best practices that improve quality, schedule, cost, and safety. Partner with other Officers and Senior Leadership to drive long-term strategy and short-term changes. Construction/Engineering Ensure construction and engineering requirements are executed to the highest standards per company, industry, and contractual requirements. Lead change management to control project schedule and cost using all construction resources. Analyze situations, forecast problems, evaluate options, and implement actions. Review design scope for constructability and recommend changes. Determine manpower plans to meet schedule milestones and ensure conformance with the construction plan. Monitor productivity and cost to maintain labor productivity and cost-effectiveness. Control scope changes and document change orders prior to work. Maintain equipment utilization and tool/supply plans. Project Execution Ensure project leadership maintains excellent customer relationships while achieving milestones for cost, safety, and schedule. Document and communicate change orders to the customer and manage accounts receivable related to changes. Ensure contract requirements are understood and executed by the project team. Achieve As-Sold margin and communicate deviations promptly. Provide on-site support as needed to supervise self-performed and subcontracted work. Lead change management to control schedule and cost with construction resources. Monitor productivity and cost, and maintain high labor productivity and cost-effectiveness. Safety Uphold the highest safety standards and partner with Safety to implement site procedures. Develop and maintain a safety culture on projects and ensure policies are followed. Promote safe work practices and ensure staff compliance with safety procedures. Quality Ensure the construction management organization builds with quality and reduces rework and NCRs through effective supervision. Enforce high-quality standards and hold teams accountable for failures to meet them. Qualifications
Bachelor’s Degree in a related field. 20 years of experience in engineering or construction. 10 years of experience in solar and BESS development. Financial and accounting knowledge. Legal knowledge to review upstream EPCA, Subcontract, PO, and TO. Cost management, scheduling, and quality control. Extensive experience designing and building large-scale solar power plants, preferably in the Americas, with a proven track record of delivering results. Comprehensive understanding of all phases of solar PV development (engineering, procurement, construction, project management). Experience working with project developers and understanding the RFP process. Ability to identify key risk factors and provide EPC cost estimates. Proficiency with current solar EPC tools and best industry practices. Proven ability to initiate programs leading to significant cost reduction and performance improvements. Understanding of solar module manufacturing and O&M experience is a plus. Ability to manage and lead large technical organizations and multiple suppliers/contractors. Strong cross-cultural communication and collaboration with senior leadership. Strategic vision with near-term action orientation and a drive for continuous improvement.
