Join us as a Laboratory Consultant and make an impact today! The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual for the position of Laboratory Consultant in the Environmental Laboratory Certification Program (ELCP).

This position will serve as a direct report to the Supervising Environmental Analyst of ELCP. The ELCP certifies laboratories that test environmental contaminants including air, water, soil, sediments, and wastes through on-site inspections, proficiency test (PT) samples, and document reviews (Lab QA Plans and SOPs). The ELCP also conducts compliance investigations.

Location: 410 Capitol Avenue, Hartford, CT

Work Schedule: Typically Monday - Friday

Work Shift: Full-time, First Shift

Work Hours: 35 hours per week

A flex schedule and telework may be permitted following the successful completion of a working test period, in accordance with State policies.

Responsibilities

Perform on-site inspections at environmental laboratories

Review and analyze proficiency testing results

Review sample identification and tracking conducted by the environmental laboratory

Evaluate laboratory recordkeeping and written procedures

Evaluate the skill and ability of technical staff; verify test performance and use of standards and controls

Evaluate instrumentation and equipment adequacy and effectiveness

Evaluate cleanliness, safety, QA/QC procedures and methodologies

Review methods to determine compliance with CFR Parts 141, 136, 260, 261 and RCRA SW846

Maintain up-to-date ELCP database information

Communicate technical information verbally and in writing to diverse audiences

Develop or recommend policies and standard operating procedures

Provide technical assistance to environmental laboratory directors and personnel on certification requirements, QA, and regulations

Assist with handling complaints and investigations and initiate disciplinary actions as needed

Stay current with rules, regulations, methodologies, and equipment

Provide information and technical support on regulations, methodology, QA, and licensing of environmental laboratories

Perform related duties as required

Qualifications

Knowledge and ability to apply relevant state and federal laws, statutes and regulations

Knowledge of clinical chemistry, environmental chemistry, hematology, clinical microbiology, environmental microbiology, serology and QA procedures

Knowledge of immunohematology, cytology, histopathology and blood banking procedures

Knowledge of laboratory analysis of drinking water, wastewater, solid waste and effluent discharge

Skills in interpersonal, oral and written communications; calibration and use of laboratory instruments

Ability to make accurate and objective observations

Minimum Qualifications

General Experience: Eight (8) years of professional laboratory experience in clinical chemistry, clinical microbiology, environmental chemistry, environmental microbiology, medical technology or a related area

Substitutions Allowed: College credits may substitute for General Experience; a Bachelor’s degree provides up to four years of substitution; a Master’s degree may substitute for one additional year

Preferred Qualifications

Experience with environmental laboratory data validation and data packages

Experience with environmental laboratory methods

Experience with Laboratory Information Systems (LIMS)

Experience with proficiency testing in an environmental laboratory setting

Ability to communicate complex technical information to diverse audiences

EPA Drinking Water Laboratory Certification Officer certification or qualification for the EPA Officer examination

Special Requirements

Willingness to periodically undergo tests or immunizations for communicable diseases

Must complete the U.S. Drinking Water Laboratory Certification Course and be certified as a State Certification Officer by the EPA regional office

Travel may be required
