The Bilingual (English–Japanese) HR & Administration Manager provides strategic leadership and oversight across Human Resources, Payroll, Recruiting, and Facility Operations. This role partners with executive leadership to align HR initiatives with business objectives, ensures compliance with U.S. employment regulations, and supports a safe, efficient, and productive workplace environment. The Manager directly supervises a Payroll Specialist, Recruiting Specialist, and Facility Operations Supervisor, providing coaching, guidance, and performance management to ensure effective execution of HR and administrative functions. Overview

This is an on-site role based in Honolulu, HI, overseeing Human Resources, Payroll, Recruiting, and Facility Operations with responsibility for compliance, alignment with business objectives, and a positive workplace culture. Responsibilities

Develop and implement HR strategies, policies, and programs aligned with organizational goals. Manage the full employee lifecycle, including recruitment, onboarding, training, employee relations, performance management, and terminations. Oversee payroll administration, ensuring accurate processing of pay, deductions, and adjustments in compliance with federal and state regulations; partner with Finance and external payroll providers to ensure timely, accurate payroll operations. Maintain payroll records and generate reports for compliance and management purposes. Provide specialized payroll and HR administration support for Japanese expatriates, ensuring compliance with complex tax and immigration requirements. Ensure HR practices comply with all federal, state, and local laws (e.g., FLSA, FMLA, Title VII, ADA, HIPAA, ACA). Lead change management initiatives to support organizational growth and cultural alignment. Oversee compensation, benefits, and employee relations to promote a positive workplace culture. Maintain and update HR policies, procedures, and the employee handbook. Support employee development, learning, and engagement initiatives. Advise managers and employees on HR and workplace matters. Coordinate visa/immigration documentation for Japanese expatriates. Serve as a signatory for airport badges, subject to required background checks. Handle 401K and payroll audits. Oversee daily facility operations and maintenance of office and shared spaces; manage vendor and service contracts (janitorial, security, waste management, etc.). Ensure office supplies and consumables are stocked and equipment maintained; ensure compliance with health, safety, and environmental regulations. Coordinate office space planning, relocations, and optimization projects; lead office move projects with property managers, contractors, and vendors. Manage business insurance renewals and issue Certificates of Insurance (COIs); ensure all business permits and licenses remain current and compliant. Monitor facility budgets and contribute to cost-saving initiatives; act as escalation point for facility-related issues and emergencies. Directly supervise the Benefit/Payroll Specialist, Recruiting Specialist, and Facility Operations Supervisor; responsibilities include hiring, training, assigning work, evaluating performance, coaching for development, and ensuring compliance with company policies and applicable laws. Qualifications

Experience: 5–8 years of progressively responsible HR and/or administration experience. Language Skills: Professional proficiency in Japanese and English (verbal and written).
