This Chief Procurement Officer is a high-profile position and will be the preeminent voice responsible for overseeing procurement and contracting by all state contracting agencies. There is no typical day; each day will be new and different, with the ability to lay the groundwork for today and the future. Our Mission

The State Contracting Standards Board is an independent watchdog agency established to ensure fairness, transparency, and accountability in Connecticut's public contracting system. The mission is to require that state contracting and procurement requirements are understood and carried out in a manner that is open, cost-effective, efficient, and consistent with State and Federal statutes, rules, and regulations. Purpose of Job Class (Nature of Work): In the State Contracting Standards Board this class is accountable for implementing the policies and programs of the board. Examples of Duties

Coordinates, plans, and manages board activities. Formulates program goals and objectives. Develops or assists in the development of related policy. Interprets and administers pertinent laws. Evaluates staff; maintains contacts with internal and external stakeholders. Implements and enforces procurement policies, including oversight, auditing, agency procurement certification, and training. Oversees compliance with statutes and regulations concerning procurement. Monitors the performance of Agency Procurement Officers and administers the certification system. Reviews procurement processes across state contracting agencies and institutions. Serves as Chairperson of the Contracting Standards Advisory Council and of related panels; may draft legislation. Performs related duties as required. Preferred Qualifications

Senior-level procurement leadership experience in government or large complex organizations; experience in both public and private sectors is preferred. Experience with procurement law, regulations, and compliance, including oversight, auditing, enforcement, and policy development. Experience reporting to oversight bodies with ability to provide objective, evidence-based recommendations. Leadership and change management experience, including supervision of staff and statewide initiatives. Strong communication with internal and external stakeholders, with a commitment to ethics and accountability.
