Chief Executive Officer, Clinical Center
The National Institutes of Health (NIH) seeks applications from exceptional candidates for the position of Chief Executive Officer (CEO), Clinical Center (CC). The NIH Clinical Center is the nation’s largest hospital devoted exclusively to clinical research. Clinician-investigators translate scientific observations and laboratory discoveries into new approaches to diagnosing, treating, and preventing disease. The CEO will ensure the highest standards of quality and ethical behavior while advancing the Clinical Center to improve care and pursue cures for complex diseases.
Approximately 1,500 clinical research studies are in progress at the Clinical Center. About half study the pathogenesis of disease, including rare diseases. Since opening in 1953, over 400,000 volunteers have participated in clinical research at the Clinical Center. Each year the Center sees about 10,000 new research participants.
Responsibilities The CEO will oversee operations to ensure high standards of quality and ethical behavior. Key duties include developing hospital operations policies (patient care, safety, quality improvement), analyzing operations to identify efficiencies, and resolving operational issues. The CEO will ensure compliance with accreditation and licensure standards (Joint Commission on Accreditation of Hospital Organizations, Medicare, Medicaid, state licensure, regulatory agencies, and similar bodies) and with federal, state, and local laws and regulations.
The CEO will oversee and approve specifications for all hospital construction, renovations, and upgrades. The CEO will represent the Clinical Center to NIH stakeholders and external partners, including patients, the Clinical Center Hospital Board, executives and legislators, and professionals and advocacy groups.
In collaboration with the Clinical Center Governing Board (CCGB), Institute and Center Directors, and other NIH leadership, the CEO will develop and regularly update the short-term and long-term strategic plan for the Hospital and its services.
The incumbent must build cross-functional collaborative relationships within NIH and with other organizations to achieve shared goals. The Clinical Center has approximately 1,900 employees. The annual budget request will be developed by the CEO in collaboration with the CCGB and the NIH Institute and Center Directors and is subject to NIH Director approval (estimated at $699.5M in FY25).

Ensures adherence to the highest ethical standards for healthcare
Provides the vision to achieve operational and clinical excellence
Stays current with general trade and industry conditions and their potential impact on policies and operations
Leads an outstanding senior leadership team for the Clinical Center
Ensures disaster and emergency preparedness activities are appropriately planned, exercised, and documented
Reviews and approves all Clinical Center financial reports, budgets, managed care contracts and major expenditures; directs, establishes, reviews, and adjusts charges for services
Carries out activities from strategic plans for modernization, efficiency, or financial stewardship
Creates and supports an environment of accountability and collaboration among contributors
Analyzes operating results and ensures corrective actions for unsatisfactory conditions
Qualifications The NIH seeks candidates with a commitment to scientific excellence and the energy, enthusiasm, and innovative thinking to lead a dynamic organization. Required/Preferred qualifications include:
Advanced degree related to the NIH mission (M.D., Ph.D., R.N., or master’s degrees such as MHA, MBA, MMM)
Extensive experience in clinical research or health sciences with senior-level executive experience in healthcare administration or medical management
Strong interpersonal skills and appreciation for clinical research; demonstrated leadership, mentoring, strategic thinking, and managerial ability
Significant experience involving patient care and knowledge of managed healthcare systems, quality assurance, quality improvement, and risk management
Ability to design, implement, and evaluate new programs, develop plans to resolve operational problems, and manage financial and human resources
Experience as a spokesperson to legislators, the press, scientific organizations, and advocacy/community groups
Recognition within the profession for scientific and/or hospital administration competence
Minimum of 10 years of direct patient care experience is desirable
Track record of leading a workforce across multiple levels of training and experience
The CEO should have a demonstrable track record of building relationships across institutions and levels of staff.
A deep appreciation of the importance of clinical research in NIH’s mission
Self-assurance and a results-oriented approach
Ability to assess and meet business needs
This position requires U.S. citizenship and the ability to obtain and maintain a secret security clearance, and it is a Testing Designated Position requiring random testing for urine and illegal substances.
