Description
We need your PERSONNEL touch!The Division of Administrative Services is hiring a Human Resource Administrator that provides professionaland technical advice to agency executives in human resource and payroll administration, to includeinterpretation and application of statutes and regulations. Prepares and recommends approval of personnel,payroll, or employee benefits documents.
Responsibilities include but are not limited to the following: Oversee and perform the preparation and submission of personnel actions for the Department. Maintains agency personnel files. Advises and communicates with applicants and employees concerning employment procedures. Ensures interview board policy is followed accurately. Arranges interviews for applicants and prepares interview board packets. Oversee and prepares workers compensation claims for the Department. Serves as Department trainer to coordinate training activities for the Department. Maintains files of completed training for Departmental employees. Serves as the agency liaison for performance evaluations. Reviews performance evaluations for accuracy quarterly. Prepares and submits job vacancy announcements internally. Keeps abreast of all personnel regulations, statutes, policies and procedures. Serves as EEO Counselor. Works with employees on EEO complaints and issues. Serves on investigative teams as requested by immediate supervisor. Conducts new employee orientation and exit interviews. Prepares reports for projections of personnel turnover, EEO activities, etc. Reviews and evaluates personnel actions, requests from management for personnel actions and makesrecommendations concerning those actions to immediate supervisor. Prepares and submits necessary documentation for Common Access Cards (CAC) to ensure employees haveaccess to the Department's computer network. Provides back up support to the payroll section which includes but is not limited to keying time andattendance into KHRIS and executing payroll reports, etc.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in Kentucky state government merit system human resource administration or Kentucky governmental employee benefits administration.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must have successfully completed the Personnel Cabinet's Human Resources (HR) Academy.
Working Conditions
Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
