Overview
Duration: 8 Months+ [October 15, 2025 – June 30, 2026] with possible renewal
The project is a multiyear initiative to replace the State of Florida’s accounting and cash management systems with a modern financial solution. The Business Analyst will be part of the remediation team, responsible for analyzing and documenting the impact of the Chart of Accounts on critical business functions, supporting business processes, and related computing assets. The analyst will also focus on budget management systems, process re-engineering, and redeveloped interfaces, working across multiple business units and coordinating with subject matter experts.
Key Responsibilities
- Research, document, and diagram FDOT business processes and system dependencies
- Facilitate joint analysis workshops with business units
- Gather and document business and technical requirements as user stories in Azure DevOps
- Manage backlog and work items using Azure DevOps
- Coordinate with Development and QA teams to develop Test Plans and Test Cases
- Oversee testing and quality assurance activities, ensuring compliance with department standards
- Perform as-is and to-be process analysis and process modeling using Visio, Excel, Word, PowerPoint
- Apply technical knowledge in IBM Mainframe, Distributed, and Cloud environments
Required Qualifications
- Bachelor’s or Master’s degree in Business Administration, Communication, Information Systems, or related field (or equivalent experience)
- Minimum 5 years of experience in business process and systems analysis
- Proficiency in process mapping/modeling tools (e.g., Visio)
- Strong skills in Microsoft Office Suite (Excel, Word, PowerPoint)
- Experience writing SQL queries and performing data analysis
- Familiarity with Microsoft DevOps / Azure DevOps
- Knowledge of change and release management, testing, and quality assurance processes
- Understanding of Florida Administrative Code Rules 60GG-1 – 60GG-5 (desired)
- Certified Business Analysis Professional (CBAP) or Certified Scrum Master (CSM) is a plus
- Business & System Analysis, Process Modeling, and Facilitation
- Technical understanding of IT infrastructure and software development practices
- Project management knowledge aligned with PMBOK and State of Florida Project Management rules
- Strong communication, documentation, and stakeholder management skills
- Ability to adjust to changing priorities and work effectively in a dynamic environment
