Overview

You will serve as an IT Specialist (Network) in the Navy Enterprise Tactical Training Network (NETTN) Branch (RS20E3) of Naval Surface Warfare Center Corona Division.

The salary information reflects the range for the entire band and is not a high grade; the salary may be limited to a GS-13 Step 10 (currently $139,036).

Duties

  • You will serve as the government’s Lead Technical Subject Matter Expert (SME) for network design, maintenance and operation of the Navy Continuous Training Environment (NCTE) under United States Fleet Forces (USFF) command.
  • You will lead project execution, design, analysis and technical writing in support of NCTE capabilities and systems to meet warfighter and DoD/DON requirements.
  • You will oversee and execute projects for the NCTE network systems.
  • You will develop network system solutions to meet user training requirements based on design, fiscal, operational and information assurance guidelines, and resource availability.
  • You will check system hardware availability, functionality, integrity, and efficiency.
  • You will conduct functional and connectivity testing to ensure continuing operability.
  • You will provide guidance and leadership to assist the Operation and Maintenance contractor in fulfilling network support requirements of the NCTE.
  • You will oversee installation, implementation, configuration and support of system components.
  • You will implement and enforce local network usage policies and procedures.
  • You will maintain baseline system and network security according to organizational policies.
  • You will plan for, develop, and execute acceptance testing on internal and external projects to ensure the end product meets Fleet user training requirements.
  • You will troubleshoot hardware/software interface and interoperability problems.
  • You will work within a teaming environment in the Live, Virtual, Constructive (LVC) Engineering Department and interface with sponsors, civilians, contractors, other warfare centers, and customers.
  • You will work with NCTE, sponsors, and the program office to help procure, accept, and integrate new network systems on the NCTE.
  • You will be the primary Project Manager for field engineering network projects that impact multiple networks and op areas.
  • You will interface frequently with on-site Range Systems Managers to address impact to local range operations and determine mitigation alternatives.
  • You will work directly with on-site network engineers and network maintenance personnel to develop tasks.
  • You will respond to feedback, recommendations, and observations provided by on-site training engineers.
  • You will work on assigned projects to meet sponsor and customer requirements.

Requirements and Conditions of Employment

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the DoD, appointment of retired military members within 180 days after retirement to a civilian position is subject to 5 U.S.C. 3332.

  • You must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This is a Cyberspace Workforce position (System Administrator, Advanced). You must obtain and maintain qualifications in DoD 8140.03 Cyber Workforce Qualification and Navy policies.
  • Successful completion of a pre-employment drug test is required and you may be subject to random testing.
  • This position may require travel (CONUS/OCONUS) and may include remote or isolated sites; you must be able to travel by military and commercial aircraft for extended periods.
  • You may be required to perform occasional sea duty.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS 11/12 equivalency), in the Federal service or equivalent experience. Specialized experience must demonstrate leading the design, integration, and management of networks to deliver secure, efficient, and mission-ready solutions for the improvement or optimization of a continuous training environment. Your experience should reflect attention to detail, customer service, oral communication, and problem solving.
