DCJ Victim and Survivor Services Community Justice Manager Join to apply for the DCJ Victim and Survivor Services Community Justice Manager role at Multnomah County. Pay range: $85,774.23 - $131,454.21 annual. Department: Department of Community Justice (DCJ). Job type: Regular Non-Represented. Exemption status: United States of America (Exempt). Closing date: October 12, 2025. Location: Juvenile Justice Complex, 1401 NE 68th Ave, Portland OR 97213. Telework: This position is eligible for routine telework subject to the Multnomah County Telework Policy and based on the Department’s business needs.

Responsibilities

Lead and manage the Victim and Survivor Services Unit, including cross-cultural program management and collaboration with community partners.

Provide day-to-day supervision of Victim and Survivor Services staff, volunteers, and interns; plan, prioritize, assign, and review work; coordinate training and professional development.

Utilize data-driven decision making to plan and administer notification, advocacy, restitution practices, and restorative services for victims/survivors.

Develop and implement program and strategic plans to advance trauma-informed, equitable, survivor-led policies and practices.

Oversee related contracts and client assistance funds and manage the Restorative Practices Program Contract.

Collaborate with local, state, and national practitioners to align DCJ survivor-focused policies with best practices; advise and provide leadership on restorative justice and victim/survivor services administration to the department and outside agencies.

Promote diversity, equity, and inclusion; foster cross-cultural leadership and relationships with internal and external stakeholders.

Requirements and Qualifications

Minimum qualifications/Transferable skills: Equivalent to a Bachelor's degree with major coursework in sociology, psychology, criminal justice, administration of justice, social work or related field; three (3) years of supervisor or lead experience in community justice, probation/parole, corrections or other human services; minimum of two (2) years of experience providing direct services to victims.

Must pass a thorough background investigation including review of criminal, civil, driving, military, educational, and employment history.

Preferred Qualifications

Experience in program management and cross-cultural leadership; experience in a union environment; supervisory experience overseeing staff delivering social services.

Familiarity with post-adjudication victim/survivor services in Oregon and/or Multnomah County.

Ability to describe transferable skills relevant to the position.
