The Vice President of Immigration Services reports to the Senior Vice President of Immigration Services and provides strategic oversight to programs such as Long-Term Foster Care (LTFC), Basic Shelter/Transitional Foster Care (BS/TFC), and Home Study/Post Release Services (HS/PRS). The VP ensures that service delivery across these programs aligns with the policies, procedures, and reunification expectations set forth by the Office of Refugee Resettlement (ORR). This includes the consistent integration of best practices to ensure high standards of effectiveness, quality, and compliance. The VP is also responsible for ensuring that the program operates in accordance with all regulations outlined by ORR and OCFS, and in a manner consistent with the organization’s mission and values. The role includes responsibility for communicating and training staff on policy changes.

GENERAL RESPONSIBILITIES: Overall responsibility for the operations and efficacy of program areas under the scope of service, ensuring person-centered, ethical, and high-quality service delivery. Responsible and accountable for establishing current and long-range goals, plans, and policies for program areas. Implement new initiatives. Cultivate and maintain strong working relationships with government contractors, funders, and oversight organizations. Ensure that LTFC, HS/PRS, and BS/TFC programs meet ORR and state mandates and expectations with high quality. Collaborate with the Program Accountant to review budgets, complete budget narratives, and prepare operational and financial reports as required under the ORR Cooperative Agreement. Complete quarterly reports and all Plans of Corrective Action for OCFS and ORR. Ensure that all other reports required by governing bodies are submitted on time. Participate in quarterly directors' meetings with other UC agencies in the region. Directly supervise the Director of HS/PRS, Assistant Vice President of Residential Services, Director of Case Management Services, Director of Support Services and LTFC, Assistant Director of Medical Services, and an Administrative Assistant. Provide support and engage supervisees in a collaborative, team-based approach to effectively solve problems, proactively support staff, and achieve program goals. Create linkages and partnerships with community service providers in areas of need across programs.

QUALIFICATIONS: Master’s degree in Human Services or related field, or Bachelor’s degree plus 5 years of experience in child welfare administration (Master’s degree preferred). Minimum 5 years of experience in program management. Direct service delivery experience. Experience with TF-CBT and education is a plus. Experience working with traumatized/exploited children and children with challenging behaviors. Excellent organizational and communication skills. Ability to build and maintain effective working relationships with staff, community groups, the courts, other agencies, and the public. Proficient in Microsoft Office Suite. Bilingual (Spanish/English) is a must. Possession of a valid driver’s license and clean driving record preferred.
