IT Software Developer consultant to support various initiatives for RER's Enterprise & Permitting Licensing (formerly EnerGov) implementation. Implementation aims to streamline functions, optimize service delivery, reduce administrative inefficiencies, and strengthen plan review and enforcement measures. Consultant will transition legacy systems into EnerGov, ensure data integrity and validation during migration, and assist in supporting and developing data loading tools and integrations with other systems.
C# and .NET Development
Strong experience with C#, .NET (Framework and/or .NET Core/.NET 8) for web application development
Familiarity with ASP.NET MVC, Blazor, Web API, or equivalent frameworks
Database/Reporting Skills
Proficiency with Oracle PL/SQL for writing packages, procedures, triggers, and queries
Working knowledge of Microsoft SQL Server (MSSQL) including T-SQL queries, schema design, and optimization
Experience creating and maintaining SSRS (SQL Server Reporting Services) and Power BI reports and dashboards
DevOps & CI/CD
Experience with DevOps practices including branching strategies, automated builds, deployments, and release management
Hands-on knowledge of Azure DevOps, GitHub Actions, or similar pipeline tools
Familiar with application deployment to IIS / Azure Web Apps / containers
Web Services
Solid understanding of RESTful APIs and SOAP web services
Ability to design, consume, and integrate web services across applications
Experience with Large-Scale Systems – practical knowledge of modernizing and integrating multiple applications, supporting county-wide permitting and review processes, and migrating legacy systems into modern platforms
Experience with Enterprise Permitting & Licensing (formerly EnerGov) software and solution preferred
Strong communication & collaboration skills – attention to detail, proficiency in written/verbal communication, and ability to coordinate with cross-functional teams including county analysts and vendors
Prior work in government agencies or organizations managing or implementing large-scale vendor solutions
On-site work in Miami, FL to collaborate with Client and vendor teams for successful project execution
Minimum Education and Experience required:
