Transmission Planning Engineer I Under direct supervision of higher level engineers, perform design, project engineering, project management and general engineering duties in support of capital programs and vendor proposals for HECO, MECO and HELCO. Independently analyze, evaluate, select and apply standard engineering techniques using Power Flow and System Analysis programs; adapt as needed within defined objectives. Receive instruction on specific assignment objectives; assist on unusual problems; work reviewed for sound professional judgment by Lead Engineer. Prepare reports and planning studies in accordance with standard electrical systems modeling practices. Conduct planning studies, basic economic studies and prepare related reports. Prepare cost estimates, cash flows, schedules based on data from the Engineering Department. Perform project engineering and project management on selected projects. Coordinate design effects by consulting engineers, evaluate proposals and bids for interconnection planning services and equipment; make recommendations. Participate in Company emergency response activities as assigned. Transmission Planning Engineer II Under direct supervision or as a fully competent professional, perform transmission planning analyses to support capital programs, long-range resource plans, developer proposals, and investigation of system contingency events for HECO, MECO and HELCO. Conduct steady-state and transient stability analysis using PSSE tools to support resource planning; prepare reports for external stakeholders (PUC, project developers, government agencies, labs). Perform transmission planning and transient stability analyses to support capital project justifications and outages; review and comment on technical reports. Support requests for proposals for transmission planning services; evaluate proposals, direct consultant efforts, and develop/evaluate models for existing resources and emerging technologies. Provide inter-department technical support and identify new models for emerging technologies; participate in Company emergency response as assigned. Qualifications

Knowledge Requirements Thorough knowledge of engineering planning theories and principles, acquired through college or equivalent experience. Working knowledge of personal computers and mainframe systems and related software (spreadsheets, word processing, etc.). Skills Requirements Very good oral and written communication skills. Ability to adapt to a demanding, changing work environment. Strong interpersonal skills to influence and persuade various groups or individuals. Must have or be able to qualify for a Hawaii driver’s license; meet standards for driving positions per Hiring Standards policy (may be updated). Experience Requirements A BS in engineering or equivalent experience; substitution: eight years of experience for the degree. For Engineer II: normally at least 5 years of relevant engineering experience in transmission planning, operation and modeling. State of Hawaii PE license in relevant discipline is desirable. Extensive (5 years) experience in planning additions, modifications and upgrades to generation, transmission, substation and related systems; investigation of system contingency events.
