This position supports the Behavioral Health Administration’s BHASO Division to monitor compliance with policies and procedures, ensure adequate service provision, maintain programmatic monitoring, and oversee fiscal and contractual compliance while completing responsibilities related to closing out the FY 25 ASO contract. The role involves monitoring the delivery of services and supports purchased for Coloradans, providing technical assistance to BHASOs, providers, and stakeholders, and supporting evidence-based practices for service delivery and model fidelity. Duties
BHASO Governance & Contract Compliance Processes and Monitoring: apply BHASO governance policies to monitor activities and outcomes per contract terms; provide technical assistance and training on policy application; evaluate contract deliverables against rubrics; maintain the yearly BHASO Contract Reference Spreadsheet; follow up on deliverables and monitoring activities to ensure alignment with legislation and funding requirements; review desk audits and invoices for accuracy. Monitoring Meetings and BHASO Communications: collaborate to compile monitoring meeting agendas; develop slide decks; coordinate with BHA Divisions for programmatic statement of work development and monitoring; gather data for reports and meetings. BHASO Financial Monitoring: receive and review financial documents (invoices, statements, desk audits); confirm services are covered by the contract and budgets; assist in budget modifications; evaluate financial reports for allowability, reasonableness, and allocability; coordinate with fiscal and contracting teams for timely reconciliation. Experience and Qualifications
Minimum Qualifications : Six (6) years of relevant experience in Contract Management/Compliance, Program Management/Administration (Behavioral Health/Healthcare), Financial Monitoring/Auditing (Contract/Grant-based), Business Operations/Analysis, or Public Administration/Policy (Health Services). OR
A combination of related education and/or relevant experience equal to six (6) years. Preferred Qualifications
include: contract monitoring and financial oversight in government/public sector; analyzing complex financial documents; project/program management with cross-stakeholder coordination; ability to provide technical assistance; strong analytical and communication skills; familiarity with behavioral health services and state government structures. Other Requirements
