This position is open to current Colorado residents only. This recruitment may be used to fill multiple vacancies. Division of Facilities Management - Northern Division exists to plan, design, construct, operate, maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, consumers and staff and enhances the quality of life in CDHS facilities and campuses and the surrounding neighborhoods. Facilities managed by Northern District DFM include CMHHFL, DHS (1575 Sherman St.), WRRC (including group homes), and DYS facilities (Prairie Vista, Gilliam, Lookout Mountain Campus, Marvin W. Foote, Mount View Campus, Platte Valley). Responsibilities

Supervise heat plant staff who provide high-temperature heating water and high-pressure steam to the Fort Logan campus and assist with steam and hydronic boilers. Provide operations and maintenance for facilities’ physical plant equipment within the heat plant structure and perform essential operational functions; ensure compliance with environmental regulations. Schedule staff work assignments, manage heat plant projects, set work expectations, and deliver high levels of customer service. Coordinate with the Operations Manager and area supervisors to re-allocate plant personnel for alternate maintenance during natural gas boiler operations. Coordinate after-hours, weekend and holiday staffing for call-back maintenance; supervise and participate in operation, installation, repair and maintenance of high-pressure steam boilers, natural gas systems, DCS, PLCs, and related process analysis. Develop and monitor productivity goals; conduct and evaluate employee performance reviews; plan training to maintain safety and industry standards. Ensure accurate timekeeping and work orders; train staff in timekeeping systems; perform routine audits of staff assignments; document and support corrective actions; address employee complaints and grievances. Participate in hiring processes, interview applicants, and recommend hires, promotions or transfers. Manage plant environmental and regulatory requirements, including emission control systems; ensure compliance and timely submissions (e.g., Title V, OPS, MS4, SPCC, APEN, EIA). Oversee plant machinery maintenance (valves, pumps, fans, turbines, motors, piping, digital control system components) and respond to alarms via Apogee facility automation; coordinate repairs during 2nd and 3rd shifts as needed. Test and maintain emergency diesel generators per manufacturer specifications and Joint Commission standards; perform general work order maintenance during staffing fluctuations. Ensure proper use of PPE; travel to facilities as needed in a state vehicle. Manage heat plant budget allocations, inventory, procurement, and vendor contracts; participate in budget preparation and justification; monitor procurement card transactions. Other duties as assigned. Minimum Qualifications

Six years of work experience in boiler operations performing preventive, predictive and corrective maintenance, two of which must have been at the journey level. Necessary Special Requirements

Applicants must possess a valid, active Stationary Engineer License “A” or equivalent. Attach a copy of your license to your job application. Substitution

Education or completion of a formal apprenticeship related to this position may substitute for the required experience on a year-for-year basis. Preferred Qualifications

Experience supervising in a heat plant. Employment history is calculated on a full-time basis (40 hours per week). Part-time employment is prorated. A full, pre-employment criminal background check will be conducted due to direct contact with vulnerable persons; certain convictions may disqualify. This position is considered critical to operation and may require delayed starts, early releases, or closures. Must possess a current, valid, non-restricted Colorado driver’s license; travel to facilities in a state vehicle. Willingness to receive an annual influenza vaccination or provide a medical/religious exemption documentation. Exposure to hazardous materials; tuberculosis testing required; shift work (24/7/52 weeks). Special Qualifications – valid Stationary Engineer license “A” or equivalent (repeat).
