Overview
You will serve as a CONTRACT SPECIALIST in the People and Process Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Duties
You will serve as technical authority on the acceptability and applicability of contractual matters related to the program. You will function as a team leader developing and coordinating pre-negotiation strategy with technical specialists and representatives from the program and financial offices. You will investigate problems, disputes and/or labor violations; determines alternative courses of action; prepares impact statement; and recommends a pre-negotiation settlement position to higher authority or where warranted. You will review procurement requests to assure clarity, adequacy and completeness. You will advise requestors on the use of cost and fixed price contracting during pre-solicitation of contracts. You will serve as authority on pre-award functions for procurements involving complex contracts of highly specialized innovative techniques for facilities construction, design, and environmental services of significant importance to the agency.
