IT Director of Implementation and Operations

The IT Implementation and Operations Director oversees technology implementation and operations across the “blue portfolio,” which includes the Division of Public Health (DPH), Office of Rural Health (ORH), Office of Internal Auditor (OIA), and the DHHS Secretary’s Office, including its Communications, Government Affairs, General Counsel, and Policy units. This position is responsible for ensuring effective delivery of IT solutions, operations, maintenance, infrastructure services, and project management across these areas. The role supports cross-divisional efforts such as upgrading surveillance systems, digitizing records processes, enhancing case management tools, and modernizing immunization platforms. These responsibilities contribute to the efficiency, modernization, and compliance of mission-critical health and human services systems across DHHS. Key Duties Include Leading strategic direction and roadmap planning for IT initiatives within assigned portfolios Partnering with business and IT leadership to ensure alignment between technology solutions and organizational goals Overseeing operational support for complex IT systems and infrastructure Directing cross-functional teams across application, infrastructure, and vendor environments Managing delivery timelines, project milestones, and risk mitigation efforts Supporting the digitization and modernization of public health reporting and surveillance systems Overseeing upgrades to the NC Disease Surveillance System and other epidemiological tools Coordinating enhancements to systems such as MEIS and the Immunization Information System Supervising updates to legacy applications for food protection, environmental health, and hazard control Cultivating relationships with section chiefs and division leaders to drive IT strategy and responsiveness About the NC Department of Health and Human Services (DHHS): The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. Knowledge, Skills And Abilities / Competencies Proven experience aligning IT roadmaps with business objectives across diverse program areas and systems portfolios, preferably in a related environment to health and human services Demonstrated experience enforcing project and SDLC compliance standards and drive risk mitigation across IT projects, preferably in a related environment to health and human services Documented experience presenting IT strategies and issue resolutions to executive leadership, preferably in public sector or health agency settings, preferably in a related environment to health and human services Experience leading technology modernization or infrastructure initiatives in environments with regulatory and reporting requirements, preferably in a related environment to health and human services Minimum Education And Experience Requirements Bachelor's degree in computer science or an IT-related field from an appropriately accredited institution and six years of progressive experience in the field of Information Technology, which includes at least three years of managerial experience.
