Primary Purpose of the Position This position is part of the larger Child Welfare Section of the Division of Social Services. The primary purpose of this position is to manage the Title IV-E Program that provides services to children served by the North Carolina foster care system as well as children adopted in North Carolina. This position provides supervision to state staff that perform the monitoring of IV-E eligibility determination, the technical assistance and training to county department of social services as it relates to Title IV-E state and federal policies and procedures. This position is responsible for the state’s coordination of Federal IV-E audits. Responsibilities
Facilitate IV-E Training in Child Welfare Programs. Provide supervision of state child welfare IV-E eligibility determination monitors Provide IV-E Child Welfare Programs consultation and training to county child welfare and finance staff Develop and deliver targeted technical assistance to counties to address identified deficiencies that impact IV-E eligibility Coordinate Federal IV-E audits and IV-E State plan Respond to IV-E program instructions from ACF when necessary Ensure that the IV-E state plan is reflected in policy Support Division staff in the application of Title IV-E requirements in the implementation of services to children and families Coordinate with Division staff and the Attorney General’s Office to ensure that changes in Title IV-E are reflected in state law and policy in a timely manner About NC Department Of Health And Human Services

Knowledgeable of child welfare program areas. Knowledgeable of Federal and State laws and regulations that govern the administration of child welfare programs and funding sources. Experience in training, coaching and supervising professional staff. Experience in researching, analyzing and interpreting Federal and State laws and formulating these laws into policies relating to social service programs. Experience in establishing and maintaining effective working relationships with staff from Federal, State and local agencies as well as clients, public, and private services providers. Qualifications
Master’s degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.
